Study On The Implementation Effect Of Urban Community Public Service Access System In Xingning District Of Nanning City

In recent years,the community public services access system widely developed in China,part of the province(area,city)has done a lot of useful exploration and attempt,and accumulated a lot of valuable experience However,the theoretical research on community public services access system in our country is still very weak,in promoting the community public affairs accurate service such as the implementation of community public service matters access system,the existing theoretical research is relatively simple,the lack of systematic research on "implementation measures" access management service item of city community public service.Therefore,this study takes Xingning District of Nanning city as an example,to study the trial implementation of community public services access management system policies,hoping to enrich the relevant theory,the promotion of community public services access system implementation effect.This study is based on the practice of Nanning City trial measures for the administration of city community public services access,based on the literature research method and interview research method,analysis method by comparing before and after the policy evaluation is the key,in Xingning District of Nanning city for community public services access management system were analyzed.Through the comparative analysis,Nanning District of Xingning city in the implementation of community public service access management system since 2 years,although the community public service matters of access management in a certain extent,but still can’t fundamentally as the city community burden,there is still a large gap between the actual effect of the implementation of the policy and policy the introduction of the original intention,the effect is poor.The effect of community public services access management system is the main problem of community public services access work item design is not to grass-roots organizations recognized by the community organization and implementation of the system,the enthusiasm has not yet reached the expected,the lower organizations of community public service access management system,lack of accurate grasp of access matters approval procedures exist and government departments cooperation consciousness is not strong enough,the political executive appeared ditterent degree of aliasing,has access to the community matters standards lost in the wide,access to community public services lack of adequate funds etc..The reasons for these problems is a community public services access work item design process of the demonstration of the lack of necessary and consultation system,publicity is not in place,in the process of implementing the various departments at all levels have not formed the unified thought and the community public service.Access management approach constraints is not wide enough,"fee with the subject things turn" mechanism has not been fundamentally resolved,the community public service public evaluation mechanism is missing and so on.Finally,this paper further amendments to improve the community public service matters access management system put forward the following suggestions:in revising and improving the system defects,should be added to match the incentive mechanism of the supporting mechanism,increase the access management system of publicity and training;in the implementation of the system deviation,to establish a relatively complete department communication mechanism.To accelerate the transformation of government functions to further standardize the supervision mechanism of community governance,establish pragmatic works as soon as possible,strengthen the community public service matters "transfer fee with the matter of exploration and practice,build community public service access system flat,improve the community public services access system performance evaluation mechanism;to promote the implementation of the system,to build personalized community service,actively foster the development of all kinds of community organizations,strengthen the residents to participate in community public The autonomy of the management of public affairs,the development and mobilization of more social capital into the community to carry out public services,to strengthen the construction of social workers to improve service levels,etc..The research results can provide reference suggestions for the reform and improvement of the access management system of urban community public service in China.
