Research On The Supervision Mechanism Of Nanning "Car-hailing" Based On Holistic Governance

With the rapidly development of information technology,the Internet industry has become an important way that gradually penetrated into all aspects of life.The shared economic model of the "Internet+Traffic",a kind of innovation in traffic services forms,is to combine the traditional rental industry with Internet technology,which greatly satisfied the consumer demand of independent,fast,comfortable.But at the same time,many problems have appeared with the influx of online booking vehicles(collectively referred to as "car-hailing").So after nearly two years of preparations,the new policy of "car-hailing" came out on July 28,2016.To some extent,although the policy admits the legal status of "car-hailing",the policy just give some principle rules on some key problems.So face with the chaos "car-hailing" status quot,it's still a problem which cannot be ignored that how to specific implement the regulation,and maintain local stability and promote the healthy development of the industry.This thesis selects the supervision of Nanning "car-hailing" as the research object.Firstly,the thesis gives definition to "car-hailing"operation service,"car-hailing" regulation and holistic governance theory,also analyzes their internal conjunction;Secondly,describe the supervision status of "car-hailing" in Nanning in government regulation,platform management,association management and public supervision four-aspects,to analyzes its regulatory fragmentation problems and causes;Finally,combine with the theory of holistic governance,the thesis puts forward some relevant countermeasures and suggestions which including perfect the relevant laws and regulations,establish a holistic regulatory concept,promote the development of information management of "car-hailing",promote the integration of supervision of "car-hailing"and promote the construction of a regulatory prevention mechanism for"car-hailing".It makes efforts to find a suitable new path for the healthy development of Nanning "car-hailing",promote Nanning "car-hailing" a further perfection of supervision work,and make contribute to the supervision work of the society.
