Research On Roles Of Vietnam Women’s Union In Developing Its Network In Vietnam Rural Areas

Implementing successful new countryside programe is considered as a vital task, a strategic objective by Vietnam Communist Party and Vietnam Government in order to modernize Vietnam rural areas. In which, labor force in rural areas is regarded as the most important factor to the feasibility and success of the programe. However, a long with urbanization process, one phonomenon appeared; a large number of male labour in rural areas has been moving to urban areas. Resulting from that, females have become the main labour force in those rural areas to take the important role in developing new countryside. The question of how to improve the organization capacity for women in Vietnam rural areas has become such an important matter in both theory and practice to develop socio-economy in Vietnam.In spite of many previous research results about agriculture, rural areas and farmers in Vietnam, there are few researchs on organizational development capacity of farmers as well as those on the roles of Women Union in developing its network in countryside. The innovation of this research is application of gender approach, mainly based on the theory of the third sector in public administration. The study object is Dong Hy district, Thai Nguyen province. Basing on surveys and interviews carried out before, this research paper agrees that Vietnam Women’s Union has been actively playing its roles in supporting and leading to develop its network in Vietnam rural areas, helping poor women, nurturing women talents in each countryside in Vietnam. However, Vietnam Women’s Union has been facing with difficulties such as:poor capacity of its members, lack of qualified trainers, limited number of sucessful women to become leaders, ineffective poverty reduction programs to support poor women; gender discrimination in society obstacling poor women to access natural resources. For those reasons above mentioned, this research paper propose these following recommendations:First, enhencing extensive education for poor women in Vietnam rural areas to improve their potentialities; Second, combining different resources, useful for the development of women in Vietnam rural areas; Third, enhencing cooperation with micro finance organizations and specialized units to create opportunities for poor women in Vietnam rural areas to find out and manage other resources; The forth is, improving organizational development capacity of Vietnam Women’s Union Network and that of Vietnam Women’s Union officials/members. This research paper will be not only an useful reference source in theory about organizational development capacity of poor women in Vietnam rural areas, but also enhence its value in practice about the important role Vietnam Women’s Union in development of its network in Vietnam rural areas.
