Ability Development Under The Perspective Of Laos Rural Poverty Problem Research

With the development of economy, era of mere pursuit of economic growth has become history, people-oriented development concept will become the soul of economic development, to guide the continuous development of the economy.Secondly, the research of this article is to Lao poverty alleviation and development practice of the reflection and reinterprets the premise. Laos since innovation and opening, and gradually carried out large-scale, organized, in a planned way of poverty alleviation and development practice, and have made remarkable achievements, but along with the further anti-poverty practice, poor obviously presents some new characteristics:regional, national, vulnerability, investigate its reason is mainly due to the self development ability is weak.From the perspective of regional function, this paper introduce the analysis method of ability development of regional economic development, think region self-development ability is a comprehensive concept, refers to a region’s natural productivity and the sum total of social productivity, is an area of natural capital, physical capital, human capital and social capital accumulation in the overall description of the condition. This ability is its foundation and the hematopoietic function of the regional economic development, but it does not exclude the peripheral power of economic development in the region, on the contrary, it is the inner base of outside force function.In this paper, based on the actual status of Laos rural poverty, self development ability strategy, puts forward the Laos poor areas to promote the development of Laos development potential in the poverty alleviation, support conditions, the correlation of disaster conditions, initial conditions and other factors, and on this basis, based on natural capital, human capital, social capital and cultivating region self-development capacity characteristic industry’s point of view.
