The developed Internet has promoted the social development in that it has facilitated our life with its speedy spread of information, ensured the public’s freedom of speech and helped with the public involvement in the decision-making, and scrutiny of the government’s implementation of policies, and fulfillment of its duties and functions.However, there is a violation of privacy on the Internet as the non-boundary freedom leads to the disclosure of personal information. This non-boundary freedom causes irresponsible divulgation of privacy, spread of obscene information, frauds and other crimes via the Internet, which is a serious threat to the property and personal safety, and eventually to the freedom the public gain from the Internet and to the harmonious development and stability of the society.Therefore, Internet regulation is vital and necessary. In the past, it was mainly conducted by the government, which the public also got used to. However, it is more difficult to regulate the Internet than the realistic world due to its complexity and speed.Moreover, with the development of the Internet, the public ask for more democratic rights and freedom, and more and higher requirements are raised for governmental regulation. In this case, the past way of regulation is no longer suitable for dealing with the complicated Internet problems and crimes of various forms.With this consideration, this dissertation looks at the legal boundary of Internet regulation and the rights and obligations of the government and the public in Internet activities. On such basis, it suggests that Internet regulation could be conducted with the joint efforts of the government and the public through some proper measures. In doing so, Internet regulation becomes a social task rather than a mere governmental function. Thus we can have more ways to solve many complicated problems with the initiative and creativity of the public.
