With the development of the economy, China’s social problems also gradually increase, especially the frequency of mass incidents in recent years has made the government trust issue become the focus of the society from all walks of life. At present, domestic scholars’ researches on the government trust are increasing year by year, and the research angle also vary, but they are standing on the base of universal citizenship view and do not consider the existence of differences among citizens. Therefore, in the paper, differential citizen theory is introduced; it is hoped to analyze the government trust from different perspective of citizenship; the paths of promoting trust of local government are put forward; it brings a new research perspective for researches of scholars in future.The research phases are mainly divided into two ones; the first one is theory research stage. After the related concept definition is introduced, differential citizen theory, social contract theory, principal-agent theory and social capital theory are simply described; the application of differential citizen theory and the influence of government trust researches are explained; the significance and the influence factors of promoting the government trust are generally summed up. The second stage is empirical researches. Aiming at County X, data is collected through questionnaire; then, the four main factors replacing local government trust are found out through the factor analysis in the SPSS20.0 software; two assumptions that personal factors affect local government trust and family factors affect local government trust are proposed; binary logistic model is used to carry out regression analysis on the samples. The empirical results show that the individual differences and family differences have significant impact on local government trust; and the two research hypotheses are verified. Finally, based on the empirical research results, it is found that the level of education, political status and frequency of contact with the government in the individual factors, as well as the level of education of family and economic income of family in family factors have significant occurrences and more obvious advantages. Thus, in the end, the path recommendations for improving local governments trust are put forward from the above five aspects at the point of view of the differences in citizens.
