The global competition was gradually aggravated in late 1980s.The western countries faced serious problems such as domestic fiscal deficits,unemployment and the crisis of public trust.In order to improve government efficiency and restore public trust,these countries generally implemented government performance evaluation.With the concept of performance appraisal changing from the pursuit of "internal efficiency"to the pursuit of "external satisfaction",the performance evaluation of government gradually develops into the responsibility of government,emphasizing the paramount importance of customers and emphasizing the satisfaction of external parties so that the public gradually make their voices heard in performance appraisal.After years of development,domestic and foreign government performance evaluation has accumulated a lot of experiences worth learning,but there are still many problems.Therefore,the practice of citizen participation attracts the academic community to conduct in-depth research and discussion.This paper uses the methods of literature analysis,case study and comparative study to study citizen participation in government performance evaluation according to the following ideas:From a comparative perspective,Citizens' participation in the performance evaluation of local government are analyzed.The case analysis and comparison are made from the aspects of the history and current status of citizen participation,the ways of participation,the technologies involved and the results of participation.At the same time,according to the theoretical framework of " interaction between responsibility and trust ",the interactive relationship between government responsibility and public trust in the performance evaluation of Chinese and American local governments is deeply analyzed.Then,the differences between the two participatory models in terms of ideas,procedures,systems,accountability and so on are compared and analyzed,and the reasons for these differences are analyzed.Finally,on the basis of drawing lessons from the American experience,find the transformation path for citizens to participate in the performance evaluation of local government.Through the study of this paper,we can draw the following conclusions:Since the 90s of last century up to now,the performance evaluation of local government in our country has not only broken the traditional internal closed evaluation model of government.but also achieved great development in the practice of citizen participation.However,at present,the citizens participating in the local performance evaluation led by the "reviewing-type" model still have some problems,such as a single evaluation method and limited influence.The introduction of citizen participation in the evaluation of local government performance is a long-term process that can not be accomplished in one go.In the specific design and operation,a combination of international vision and localization innovation is needed,and the ultimate goal of government and citizen cooperation and governance,and thus improvement of performance,should be realized through reference,exploration and innovation.
