Non-institutionalized Participation Way Of Governance In China

Political participation is the necessary way of political democratization, is one of the public to influence government decision-making activities. When as well as the increasing rise of the citizen’s responsibility consciousness, which enjoy the political resources is still relatively scarce. Therefore, only by some of non-institutionalized even with a nature of performance and ways to participate in the action, in order to obtain the safeguard of the interests. Even if our country’s public participation in the channel on the way, but there are still many not perfect. This article reviews the domestic and foreign research theory, and further more institutional participation and non-institutional participation channel,characteristics, and then to explore the causes of the formation of the institutional participation, finally put forward the institutional participation for all-round construction of perfect path.As the research background and significance of the first chapter, to clarify of domestic and foreign research theory, put forward the hypothesis of this study, the analytical framework and research methods. The second chapter of non-institutionalized participation in related theory and case analysis, including its definition, characteristics and influence. The third chapter for the problem and performance in non-institutionalized participation,institutionalization of participation and the comparison of non-institutionalized participation, mainly from the institutionalization of political participation channel, the performance and the imbalance effect analysis. The fourth chapter for the causes of the formation of non-institutionalized participation problems,mainly from the subject and object of non-institutionalized participation in these two aspects is analyzed. Chapter v as the ways to perfect institutional political participation of citizens in China, from the political information transparency, the government’s credibility,the policy of government ability and citizen’s own political literacy to construct.Main point of this study are as follows: one is the political participation as an important content of democratic construction in the modern political life, our country citizen politics participation in the new situation and characteristics. This is the existing facts, we should further attention and research. Second is institutionalized political participation is often thought of as a kind of interest expression beyond the legalization of political participation. Participation, caused abnormality has been found to have abnormal channel behavior, creative and destructive characteristics. At the same time the influencepolicy implementation, influence social stability, hinder the improvement of citizens’ political accomplishment as well as the healthy development of the whole political ecosystem. Three is no matter from the legitimacy, communication system, rational behavior, and the point of view of value orientation. Non-institutionalized political participation effects than institutional participation will bring the effect of the reverse effect, shall be conducted to this specification.Four is the problem of institutionalized participation form, from the main body, is mainly of their own political literacy,organization is low, the rule of law consciousness caused by insufficient; From object- a political environment, imperfection of democratic participation mechanism, the political information transparency is not high, the relevant departments in policy implementation of the programmed and limited of civil autonomy and alienation which participates in the problem form the concrete reason is institutionalized. Five is to perfect our non-institutionalized participation ways from the government public political information,decision-making and supervision mechanism of the government’s responsibility to obtain,and the public should be to improve their cognitive ability and social sense of responsibility.
