The Study On The Selection And Appointment Mechanism Of The Netherlands Senior Civil Servants

Since reform and opening-up, great changes have taken place in China rural society, the rural social governance have undergone major changes, So the research on the changes in the village governance has become a hot issue in academic circles. In this paper, with the change of the village Party branch secretary and village governance as the breakthrough point, based on the in-depth investigation in the countryside, as an epitome of the as a village change, trying to reflect the changes have taken place in China’s rural reform and opening up in the future governance, to clarify the effects of different period policy in our country after the reform and opening up of rural social governance thus, provide a case study for the village governance change.First, this paper briefly describes the village of S. Then it since the reform and opening up has divided into three different periods, respectively, in the form of story of selection and role changes in this period of village governor, the initial period of reform of village secretary selection and play a major role, the election of village Party branch secretary at the beginning of the new century and its main character, selection and the reason today the village Party branch. Finally it found that change of the village governor selection method and its role are a microcosm of evolvement of village governance.The purpose of this paper is to investigate a concrete basis for the transformation of the village after the reform and opening up the way of governance, to the historical dimension objective representation of the villages in the corresponding different period of governance status, and then to change the objective state of trying to internal factors change explains the way of governance.
