Both “village” and “clan” are the basic organizational forms of Chinese rural society.During the transition from traditional society to modern society,the internal structure and mutual relationship of these two organizations have undergone important changes.The academic debate on the influence of clans on villager's self-government has been going on for nearly three decades now and there are still major disagreements as to the degree of influence of clans and whether this has positive or negative effects.This article takes Shuiquan Village in the northwestern region as a case to describes and sorts out the change of the governance role of clan in Shuiquan Village before the abolition of agricultural tax,and compares the imbalance between state power and social power;to show that insufficient penetration of traditional social administrative power,clan organization as the main subject of governance played an important role in the early construction of the state;during the period of the people's commune,the one-way degree of administrative power penetrated into the village,and excluded the elites as village cadres to suppress the clan power and break the peasants organizational resistance,and the clan governance function was banned,thus enabling some policies that conflicted with the interests of the peasants to be implemented,resulting in unbalanced governance;household contract responsibility system to cancel agricultural tax During the period,the township government continued to choose the weak clan members as agents during the period of the people's commune,and the administration and autonomy were still in an unbalanced state.After the abolition of the agricultural tax and the revision of the “ Organic Law of the Villagers Committees of the People's Republic of China”,competitive village elections were promoted to a much greater extent and clan elites became elected village cadres.By restoring the election event of Shuiquan Village in 2017,we will demonstrate the effect of clan power on the election of village committees,and show the objective facts of the elite clan elites serving as village cadres.At the same time the clan was also stimulated by the elections and the cohesion between village elite and the "operating clan" was enhanced,filling in and correcting the absence and alienation of endogenous social forces,producing a lasting influence on village self-governance.Based on Collaborative Governance Theory,this paper discusses the inclusion of clans in grassroots governance.Given the background of institutionalization,going through “discovering localization” to achieve a balance between national integration power and village autonomy and responding to the serious charge on the leading village power structure by elections of clan elites to the position of village cadres.The objective inevitability analysis of the influence shows that the basic relationship between the clan and the villager autonomy is cooperation rather than confrontation,and the localized resources such as clan are included in the process of village autonomy,and the cooperative governance structure of the village autonomy and the national integration force is realized.
