The Value Conversion And Tools Selection For Rural Governance

Rural governance is not only a hot topic in the academia circles but also a reform problem that the practical field dedicates to solve. China is a country with two thousand years of history of agricultural society with abundant historical resource on rural governance. It is necessary to sort out and explore the resource for the research and practice purposes of rural governance. With the advance of modernization, the imbalances between urban and rural development intensify, rural social structure and power structure has also undergone great changes, thus the administrative model under the management-oriented government system cannot fully adapt to the present situation of rural governance. It is the key to build the new rural administrative model under the service-oriented government system to review the change of rural governance patterns, and clarify the value conversion and tools selection during the changing process.From a historical perspective, this study puts the transformation of rural governance model in China into a large system of the forms of society and government and categorizes the existing rural administrative model into the rural autonomous model under the rule-oriented government system and the rural governing model under the management-oriented government system, and explains the leading value and managing tools under the two modes. Through the analysis of value conversion and tools selection under the tow rural administrative modes, as well as the vision to build a service-oriented government in the present, this study proposes a new mode of rural cooperative governance under the service-oriented government system, with community building as its foothold,"the institutional elite","the new institutional elite" and "the awakened rural residents" as administrative subjects,"trust","justice" and "cooperation" as the leading value, the network cooperative administrative structure as the administrative tool, so that a multifaceted cooperative network coordinated by both the urban and rural areas is formed. The present study takes a developing review of the rural autonomous governance under the rule-oriented government system and the rural governance under the management-oriented government system, and distinguishes the resource that worth exploring and that must be discarded, in order to promote the reform of rural cooperative governance under the service-oriented government system in a mild and safe way.
