All Previous Congress Representative Structure And Inner-party Democracy Since The Reform And Opening Up

Since the founding of the communist party of China, inner-party democracy has been an important part of the party’s construction. Especially since the party’s 12 th conference, the study of inner-party democracy problem gradually thorough in academic, and the scholars on the meaning of inner-party democracy has reached an agreement: Inner-party democracy is refers to the party members who have the rights to participate in, make decisions and manage party affairs in the party’s political life. In the important period of comprehensive construction well-off society, to strengthen the construction of inner-party democracy has a great significance. Firstly, to develop inner-party democracy is a fundamental embodiment of the party’s nature and purpose. Secondly, it is also the key to maintain the party’s vitality and vigor. Thirdly, it is the internal requirement of developing socialist democracy. Lastly, it is rightly summarizes the experience of history.In this paper, we put the previous congress representative structure since the reform and opening up as the breakthrough point, we summarizes the achievements of inner-party democracy construction, points out the problems existing in the construction of inner-party democracy, analyzes the reasons, and then put forward some countermeasures to promote inner-party democracy construction. The first chapter is to definite the related concepts, points out the status of the national congress of the communist party of China and review it’s history, and explains the meaning of inner-party democracy and the importance of strengthen the construction of inner-party democracy. The second chapter we summarizes the development of inner-party democracy construction has since the party’s 12 th conference. From the party congress’ s official representative since the party’s twelfth to party’s eighteenth conference, shows that the sustaining increase of the number and proportion of formal representation, grass-roots deputies, women representation, minority representation and the improvement of the representative’s age and education structure. The third chapter analyzes the main problems and reasons of the inner-party democracy. There are still some problems such as the proportion and structure of the party representative is not enough scientific and reasonable, the scope of direct election, competitiveness and the procedure is unreasonable, the strength of inner-party democratic decision-making, democratic management and democratic supervision which relying on the party representative to promote is relatively weak. The misconceptions in understanding and system is imperfect and other reasons leading to these problems. The fourth chapter shows that in order to further promote the development of inner-party democracy, we need to take measures such as perfecting the party structure, reforming the inner-party election system, improving the relying on the party representative to promote inner-party democratic decision-making, democratic management and democratic supervision mechanism.
