Farmer problem is a big problem, and the villagers committee as an important form of the villagers’ autonomy to maintain the social stability in rural areas and the economic development play an important role, but its administrative subject status is unknown cause imbalance between villagers committee and party organizations and villagers can’t through the way of administrative litigation relief for the emergence of problems, such as seriously restricts the smooth progress of the villager autonomy and villagers’ rights and interests safeguard, is one of the important problems to be solved.Outside part of the developed countries, this paper, aiming at the current situation and problems of villagers’ committees, on the basis of the administrative subject theory, combined with social and economic development trend of the villagers committee of administrative main body status, expect to improve the system of villagers’ autonomy.The full text is divided into five chapters, firstly introduces the development of villagers’ committees, property, autonomy, and the relationship between the villagers’ committees and villagers’ autonomy and then a detailed discussion on the necessity of the villagers committee of administrative main body status, from the villagers’ autonomy are faced with the problem and defect of the administrative subject theory, discusses the importance of the villagers committee of administrative main body status and significance, and then from the aspects of theory on the basis of the villagers committee of administrative main body status and draw lessons from foreign related regulations, the last is about the concept of the villagers’ committee on administrative law, tries to improve the system of villagers’ autonomy to make some contribution.
