A Study On The Combination Model Of Village And Enterprise In Village Governance

The villagers autonomy system is the basic political system in our country. The system design of village has laid a thick institutional basis for democracy construction, economic development and good governance. But the specific can also innovate. Village enterprise combining model is a very good exploration. Since reform and opening up, economic factors become an important indicator. Parts of village governance based on the practice of villager autonomy system, make the village committee and village collective enterprise in combination with each other. They take common management for the village affairs, forming the new governance model and widening the current way of governance. This paper is based on the basis of reference for academic research and objective practice of village governance. It reviews the basic connotation of the village enterprise combining model. On the basis of the difference role in the practical position of village governance, the village enterprise combining mode is further divided into strong politics-oriented and strong economical form. And the two models are analyzed and compared by the background, mode characteristics, governance, performance and evolution direction. The writer analyzes the difficulties and problems in the new mode of the village governance and find ways to make the village governance for the perfect path. These ways which are from two dimensions of law and system is put forward to strengthen the coordination function of leader party, regulate the relationship between the enterprise and committee, system constraints of elites and so on.
