The Reserch On The Urban Grid Service And Manangement In An Innovation Horizon Of Social Governance

The modern cities are now facing a totally new environment, accompanied with the "urban disease" which is born in the economic and social transition, also in fast urbanization. It makes the effective urban governance to be emergency and necessary. On the other hand, the deep application of information technology in urban management breeds the idea of gridding service management. There are many gridding practices, which are becoming a new paradigm in urban social governance. The third Plenary Session of 18th Communist Party of China (CPC) Central Committee called for innovating social governance methods. It said that we must insist on source management, seeking both temporary and permanent solutions while focusing on the permanent solution. With the heading of gridding management and social service, the government should continue to optimize governance and service platforms at the grassroots level and respond to the interests of the people in a timely manner. We can see that gridding service management is acceptable in social governance as a basic and directional role.Urban gridding service management is supported by the information technology, constructing an integrated information platform which makes sharing to be possible. What’s more, it could maximize the usage and integration of service management resources. This method uses a doubled system in supervision and command, increasing the efficiency of urban service management. Basic unit grids and information collection in time make the precision service to be possible. The reconstruction of management procedure gives a boost to set up the long-effect mechanism of urban service management. Gridding service management breaks down the barriers among different sections and makes responsibility to be clear, which is helpful to build a more open, transparent and responsible government. What’s more, social organizations and the public taking part in urban governance could give the city an effective future.In Shenzhen Pingshan new district, gridding service management has clear characteristics. It starts from a high building of information which leads the innovation of social governance, operating with a doubled system in supervision and command, concerning on the pluralism of members in gridding service management. Therefore, the government strengthens its ability in social governance.According to the spirit of the third Plenary Session of 18th CPC Central Committee, this paper introduces the key idea of gridding service management, which analyses the inner relationship with the innovation of social governance. There’s a deep analysis in Pingshan model that has typical meanings in gridding service management. Also, this system has difficulty and problem.
