From exploration to innovation,grassroots grid service management has attracted more and more attention at all levels.Advanced experience and typical practices of grid service management have emerged in China,such as Dongcheng District of Beijing,Minhang District of Shanghai,Zhoushan City of Zhejiang Province,Wujiang District of Suzhou City of Jiangsu Province,which provides a basic reference for promoting the modernization of local governance system and governance capacity.As one of the first batch of smart city pilot districts and counties in China,Pidu District of Chengdu City carried out grid service management exploration in 2017 in combination with "county removal and district establishment",and took the lead in realizing full-time grid team and full coverage of service governance,and achieved certain results.However,as Pidu district is included in the main urban area of Chengdu,there are still some difficulties in grid service management of Pidu District in comparison with the new requirements of smart governance of mega city,promotion of Rural Revitalization and urban-rural integration development.For example,there are drawbacks in the integration of grid functions,insufficient linkage of multi organization reengineering,lack of team building of grid members,information system construction to be improved,and incomplete functional elements of grid.Therefore,this paper focuses on the countermeasures to solve these dilemmas,which has a good reference significance for the areas in the new round of urbanization,the implementation of "county to district" and the promotion of Rural Revitalization and urban-rural integration development stage.Based on the traditional research,this paper proposes that the grid service management in the new era should be the combination of grid urban management and grid social governance,and should not neglect either side.Facing the new issue of smart governance of megacities,this paper believes that it is necessary to plan and promote the innovation of grid service management under the framework of "smart governance of mega city = Urban Smart facilities + big data + grid service management",which is not only conducive to promoting the transformation of grid service management to grid governance,but also providing intelligent basis and support for the modernization of governance system and governance capacity of megacities Grass roots exploration.Combined with the existing difficulties,the author studies the grid service management of Pidu district from the aspects of basic situation,development process and current practice by consulting a large number of literature and management materials,and conducting in-depth field research.At the same time,the author adheres to the overall governance theory as the main guidance,grid members and the public as a comparative perspective,supplemented by decision-making management and participants at all levels,multi-dimensional questionnaire survey,hierarchical systematic interview,through a large number of data support and vivid case description,the existing difficulties and reasons are carefully sorted out and analyzed.On this basis,through horizontal comparison,we extract the advanced experience of five urban areas in China that have done well in grid service management from different dimensions.Based on the above research and combined with the actual situation,the author puts forward countermeasures and suggestions to solve the grid service management dilemma of Pidu district from the aspects of standardization,collaboration,subjectivity,intelligence and institutionalization,including: carrying out standard management,standardizing grid attributes and defining boundaries;deepening collaborative governance,strengthening organizational optimization and improving efficiency;strengthening team building,building professional strength and building brand;innovating intelligent management to build a new model of big data governance;improving systems and mechanisms to promote the modernization of grid governance.
