The Research On Local Government’s Environmental Governance Responsibility From The Public Health Protect

Life and health is a basic right enjoyed by the human, environmental quality problem is the key problem to human health, so protecting the environments and resources which are the survival of humans is not only the necessary premise to safeguard human life and health, but also is the inevitable requirement of sustainable development. As the manager and server of native affairs, local governments bear the important responsibility for environmental protection within the jurisdiction, and the situation in its obligations of relative environmental protection responsibility carried out is directly related to the local environmental quality, so it plays a leading role in the local environmental protection and governance. However, according to actual survey, due to the influences of such factors as professional ethics diathesis of government staffs, the current fiscal and taxation policies, relevant environmental protection laws and regulations, as well as the supervision and accountability system in our country, there exist a lot of deficiencies in the process of implementing environmental protection functions of local governments. Therefore, strengthening the implementation of the responsibility of environmental protection under the local governments and protecting the environment to ensure public health is the major issues the local governments should take deeply into account at present.In order to improve public health, this paper analyzes the performance of the local government environmental responsibility and the reasons of its dereliction of duty. Then this paper puts forward some countermeasures to improve the local government’s abilities to protect the environment. First of all, it analyzes the relationship between the public health and environment; relationship between the public health and environmental governance of local governmentthe ;government responsibility of local government. Secondly, this paper deeply studies on frequent phenomenon of "cancer villages" in China, to reveal the severity of the deterioration of public health in China and discusses the causes underlying the deterioration of the public health. Thirdly, this paper bases on the local government behavior to serious environmental pollution. Deeply analyzes the problem of local government environmental governance of local government. Besides, it applies the theory of public choice theory and public goods theory etc. to analyze the reasons of dereliction of environmental duty of local government. Finally, it based on the analysis of problems and reasons of dereliction of local government to put forward corresponding suggestions on strengthening the local government environmental protection. In order to improve the environment for human and protect the public health and safety, local government must practically and effectively practice environmental governance responsibilities, to realize environmental protection and maintenance of public health. Therefore, the current condition must be improved from the following aspects: enhancing the government staff’s awareness and ability to protect the environment; reforming the fiscal decentralization system and establishing the public finance system; improving the achievement assessment system for local government; perfecting environment legislation; establishing the responsibility mechanism of environmental protection and strengthening the environmental supervision of the government.
