Changes In Citizens' Environmental Demands And Local Governments' Response To Governance

Citizen's environmental demands have become increasingly diversified with the transformation of major social contradictions.How the government can better respond to citizens' environmental appeal and protect citizens' legitimate environmental rights is a significant project for socialism with Chinese characteristics to enter new era of government governance.This paper systematically combs the government response theory and combines the current work practices of Chinese government to propose an analysis framework of government responsiveness-government's capacity of response-responsible government construction(government response mechanism).For example,Y city summarizes the new changes in current citizens' environmental demands,and takes 500 visit letters as samples,through related analysis and regression analysis,further study the relevant factors and influence levels that affect the local government's response to citizens' environmental demands.The main characteristics of citizen environmental appeal are fourfold: the citizen's environmental appeal is broader,citizen becomes more knowledgeable,they become more dependent on the visit letter way and the motivations for appeal are more complicated.There are many factors influencing the quality of government response,the order from strong to weak is:there are mandatory measures in the response,the degree of appeal's professionalism is strong,there is the intervention of superiors,the appeal is a new type of environmental appeal for radiation,and construction projects.Environmental issues are more sensitive and government accountability is strong,and industrial enterprises have demands.At present,in response to citizens' environmental demands,the local government still has the following problems: there is no clear connotation of government response,the degree of government response is not accurate,the government response carrier is not positioned correctly,the legal support for government response is insufficient and the lost of the design of the government response mechanism.Based on the theory of the government's response,in the final study on how to optimize the government's response to governance,in the long run,this paper puts forward the followingsuggestions: First,it is necessary to re-implant the precise content of government in government and change the usual government response work from understanding.The change of the procedures and standards is to raise awareness of government response work.Second,the main way to change the government as the sole source of power is to optimize public participation and also include the rule of law protection.The purpose is to solve the government's “ineffective response”,“response overload” and other issues,change the form of citizen participation in “end participation”to the “front-end participation”.At the same time,safeguard citizen's rights and interests through legal channels.Finally,by further refining the response carrier and evaluation system,a relatively complete response mechanism will form,and it is expected to be built into a response government.
