The Selected Way To Build "Beautiful Countryside"

The concept of "beautiful china" is a response to the pursuit of a better life, this idea appeared for the first time in the 18th National Congress of the Communist Party of China and reflected the new national policy guidance. China is an agricultural country, the rural population accounts for the vast majority of the total population, rural stability and development is related to national construction. The construction of "beautiful village"conforms to the idea of people-oriented and achieves the goal of building a "beautiful china". Nowadays, the construction of "beautiful village" is still in the exploratory stage, its architecture and model are not mature, different regions and different villages have their own characteristics, we can’t execute the same pattern. In the current context of balancing urban and rural, how to construct "beautiful country", build a better life, improve the happy index of rural residents is particularly important.The construction of "beautiful country" is a complicated project, it needs the participation of social overall, therefore, it is a public issue to enhance construction and promote rural residents’satisfaction. Currently, the government, society, enterprises are involved in the construction of "beautiful country", but the effect is not optimistic, insufficient government support, social participation, benefit-oriented enterprises will affect the process of rural construction. Based on the practical investigation, this article use polycentric theory to analysis participants’behaviors and to build an interactive blueprint of the government, society, enterprise. It proposes the path of partners participate in construction and has carried on an innovative attempt to apply polycentric theory in china.The logical frame of the thesis can be divided into six chapters:Part one is an introduction. It is a general introduction of studied object which mainly expounds the background and significance, studied status both home and abroad, sample introduction, studied methods, writing frame and innovative intention.Part two is concepts and theoretical interpretation which mainly define the related concepts and characteristics of "beautiful country", the meaning of construction, the concept of yuan governance.It expounds polycentric theory,then analysis the applicability of polycentric theory.Part three is constructive status about P village which introduces its present situation, this section describes partners, partners’actions, constructive achievements and plight, plight can be specifically expressed as the lack of realistic planning, the development difficulty of community, the inadequate participation of farmers and the ineffective developing of cultural and ecology.Part four is constructive status about G village which introduces its present situation, this section describes partners, partners’ actions, construction achievements and plight, plight can be specifically expressed as the systematic lack of planning, the inadequate motion of industry, the poor channel of constructive funds, the weak execution of grass-roots organizations, the low comprehensive quality of farmers.Part five compares two paths and analysis the causes of constructive difficulties, the confrontation includes selected ways, funding sources and participants, then this part analysis the difficult reasons of construction from the government, enterprises, rural self-governing organizations and farmers.Part six is the way to build"beautiful country",it firstly describes the government’s role in construction, then proposes the selected path from four aspects, it contains the actions of government, enterprise, rural self-governing organizations and farmers.The innovation of the paper basically reflects in the following aspects:The first innovation is relatively new viewpoints, "beautiful China", "beautiful countryside"conform the developing goal proposed by government, this paper’s research is closely combined with the international community, the policy of government and social development, it keeps pace with the times, follow the trend of the times, has a certain timeliness and practical value.The second is the innovation of investigative path. Based on the practical investigation, this thesis obtains farmers’ opinions and views about rural construction, then analysis two villages’paths, problems and countermeasures from the exploring perspective. Combined with polycentric theory, this article attempts to propose polycentric path to build"beautiful village"and presents a new perspective to explore constructive plight.
