Study On The Rural Governance Mechanism Under The Background Of Rural Construction Of "Beautiful Guangxi"

In the course of rural construction in Guangxi,especially in the aspect of rural environmental governance,a large amount of waste water,waste residue and solid waste have been thrown unconsciously by villagers due to their generally weak environmental awareness of environmental protection,and scattered pieces of garbage have spread all over the village.The incidents of “rubbish encircling villages” occurred frequently while piles of rubbish and cross-flow sewage became the epitome of the rural environment in Guangxi,which has had a huge impact on the daily life of rural residents in Guangxi.Therefore,the ecological governance of the rural areas in Guangxi is imminent,and the rural construction of “Beautiful Guangxi” is also carried out.However,we should also note that the activities related to rural construction of the “Beautiful Guangxi”in most of the rural areas in Guangxi are still on the surface,only paying attention to the surface cleanliness of the rural environment and not paying attention to the awareness of the villagers' environmental protection,so the implementation of the whole rural construction activities of “Beautiful Guangxi” is weak,resulting in the lack of principal positions of rural governance subjects such as villagers and village cadres in the rural construction,which leads to the strategic and short-term results of rural governance.The paper,taking the “Clean Village” as an example,through the study of the occurrence,development and implementation of the “ Beautiful Guangxi,Clean Village ”,uses the literature research method and comparative analysis method to discuss the related problems of the rural governance mechanism in Guangxi.And through a brief discussion on the relationship between rural governance and rural villagers' autonomy,the potential of villagers' self-management under the rural governance model is dug deeply,and the village appearance,the villagers' self-government consciousness and the rural construction mechanism in Guangxi are further improved under the guidance of relevant theories.Starting from the development background of rural construction of“ Beautiful Guangxi”,the paper discusses its development background of “Beautiful Guangxi” rural construction through the following three perspectives of economy,policy and the rule of law.At the same time,combined with the overall government action plan,main action,innovation mechanism and construction achievements of “Beautiful Guangxi,Clean Village ”rural construction,this paper discusses the development status of the rural construction of “Beautiful Guangxi,Clean Village”.On such a basis,the author understands the development dilemma of the “Beautiful Guangxi” rural construction,and finds that there are still many problems in the rural construction of “ Beautiful Guangxi”,such as the construction subject,the construction content,the construction guarantee ability,the construction attention,the construction plan and the production transformation,and so on.The main reason is the deficiency of government,village-level management and normalization of the system.Based on the relevant developments in the rural construction of “Beautiful Guangxi,Clean Village ”,the paper puts forward suggestions for the rural construction mechanism of “Beautiful Guangxi”.First of all,the guarantee mechanism,the organization mechanism,the monitoring mechanism and the legislative mechanism should be further improved in the grass-roots government mechanism.Secondly,the village party committee mechanism and the village-level social organization mechanism should be further improved in the village-level mechanism.Finally,the participation mechanism and the self-management mechanism of the villagers should be further improved in the villagers' self-management mechanism.Through perfecting a series of rural mechanism constructions to achieve the normalization of “Beautiful Guangxi”,it will further speed up the rural construction in Guangxi and improve the living environment of rural residents in Guangxi so as to form a new development highlight of rural areas in Guangxi.
