Interactive Governance:Public Affairs In The Community Participation Of External Residents

Based on the case of the complex construction for new Xiamen inhabitant of Xingwang community in Xiamen, this paper takes several research methods such as in-depth interviews and observation. According to the two main lines of the change, one main line is the time change of "before plan-during implement-after accomplishment", the other main line is the change in the participation of external residents, it reflects the evolution process of the Xingwang community that the identity cognition of outlander is being removed and with community as the carrier, external residents begin to participate in the community public service.In the governance of community, how to deal with community public service and public affairs is an important standard to measure the level of community governance. Now, in the community of external residents, which that the community public service and public affairs processing mostly is not very desirable is strongly related to "strong government and weak society" in China’s long-term governance system. Combined with the case study, the paper argues that the reasons why public affairs in the community of external residents are delayed and public services supply is slow have great correlation with the insufficient community participation:One is external residents psychological and living environment is not stable, they are lacking of the emotional foundation which is accumulated by the community identity; the second one is that the out-dated community governance services make the external residents can’t enjoy equivalent resources and services of the city; the last one is that the lack of interest expression mechanism cause residents lack the motivation of public participation.Visibly, to solve the problems of the out-dated public affairs and public service in the community of external residents, not only it should focus on improving the sense of community belonging and identity for external residents to make a foundation of community participation, but also it need to broaden the path and subject of participation. Making the functional room and community organization in the community services for external residents as the carrier, it should realize the external residents self service and interactive governance.
