Corporates' Participation In Community Governance: An Analysis On Governance Logic Of Absorbing Corporates To Promote The Transformation Of Lijiao Village

With the call of the corporate social responsibility movement and more and more corporates realizing that the community is becoming an important stakeholder affecting their business operations,the research and attention of the academic community to the corporate community participation is gradually increasing,how to achieve community governance through community participation activities is an important part of the reform of the public governance system.Compared with the western research,both theoretical research and time exploration are more extensive and profound,the corporate community participation behavior in Chinese context is less concerned,and many issues need to be concerned and explained by academic research.Taking the reconstruction of Lijiao urban village in Guangzhou as an example,based on the perspective of interactive governance,this paper focuses on the interactive assistance of multiple transformation subjects and different patterns of corporate community participation under the transformation dilemma.At the same time,on the basis of in-depth research and sufficient experience materials,this paper analyzes the reconstruction of Lijiao urban village with analytical narrative method,revealing the current difficulties in urban village reconstruction and the ways to solve them.The study found that with the government's attention to the reconstruction of urban villages and the standardization of the system,corporates are becoming an important part in the reconstruction of urban villages.The role of the government-corporates-village collective-residents has been further defined under the relevant system of urban renewal.The dissatisfaction of the shareholders with the compensation standard for the reconstruction and the lack of confidence in the reconstruction project lead to the emergence of the reconstruction dilemma.Government's institutional constraints on corporates and village collectives and the interest exchange relationship among multiple subjects of transformation enable the government,corporates and village collectives to jointly carry out community participation activities around the dilemma of stagnant voting in transformation;corporates community participation presents a staged process,which can be divided into two interactive patterns: the cooperative pattern of focusing on community residents and the corporate-led pattern of focusing on community development,according to different practical problems in the process of community participation(i.e.interactive goals).Different patterns solve different social problems,and there is a progressive relationship between them.Under different patterns,corporates need to adjust their role constantly according to the actual problems need to be solved and the resources and capabilities of other participants.The research supports the view of interactive governance theory,that in the face of complex and multi-dimensional problems of urban village transformation,no one or no organization has enough ability or rights to solve these problems alone.It is necessary to create social opportunities in the form of public sectors and private sectors cooperation and solve specific practical problems.The corporate participation in community is just the embodiment of the cooperation.At the same time,in the context of China,the corporate community participation is consistent with the current concept of "community participation continuum",but the difference is that this study emphasizes the relationship of multiple participants in corporate community participation activities,and believes that corporates are not the center of community participation.Corporates can adjust their roles around specific community issues,resulting in different interaction patterns,which requires continuous corporate community participation to establish of a systematic solution.It is a breakthrough in the research field of corporate community participation,and also provides useful inspirations for the practice of community participation of corporates.
