Food is the primary need of the people,and China is an agricultural country with a strong agricultural foundation that is crucial to the country’s overall development.As such,addressing the issue of the "three rural"(agriculture,rural areas,and farmers)is a key challenge that requires the collective efforts of the entire nation.The 19 th National Congress of the Communist Party of China(CPC)put forward the strategy of rural revitalization,as part of a national effort to promote rural development.The20 th National Congress of the CPC reiterated the need to comprehensively promote rural revitalization,accelerate the construction of the country’s agricultural strength,and improve governance in rural areas.Rural areas are the carriers of multiple forces and the starting and ending points of policy formulation,whether it be solving the "three rural" issues or implementing the rural revitalization strategy.With the changing social governance structure and the diversified development of villagers’ needs,rural public affairs are becoming increasingly complex and fragmented.Public participation is the norm in governing rural public affairs,with the revitalization and high-quality development of rural areas requiring farmers to be the main subject and for rural revitalization’s endogenous power to be fully mobilized.This approach not only reflects farmers’ status as the subject of development but also promotes sustainable development in rural areas.This article focuses on the issue of public participation in rural public affairs governance in Nanfeng County,Jiangxi Province,with Lotus Pond Village in Nanfeng County as the main research site.Through research,it was found that due to weak awareness and limited ability to participate in village affairs among the villagers,lack of attention to public participation,and incomplete safeguard mechanisms,public participation lacked autonomy,had limited access,was overly formalistic,and unsustainable.The effectiveness of public participation is influenced by various factors,and improving public participation requires a multi-dimensional approach.This article focuses on the study of public participation in rural public affairs governance in Nanfeng County,Jiangxi Province.In the research process,a research approach of "finding problems-analyzing reasons-proposing countermeasures" was adopted to explore the underlying causes of the problems and propose targeted and feasible solutions.With Outang Village in Nanfeng County as the main research site,flexible interviews were conducted from the perspectives of officials and villagers.Through in-depth interviews,it was found that the lack of participation awareness and limited participation capacity of villagers,the lack of attention to villager participation,and the lack of sound guarantee mechanisms have led to problems such as the lack of autonomy in public participation in rural public affairs governance,a single participation path,overly formal public participation,and unsustainable public participation.The effectiveness of public participation in rural public affairs governance is influenced by various factors,and it is necessary to improve public participation from multiple perspectives.Effective measures to address public participation issues in rural public affairs governance in Nanfeng County can be explored by strengthening officials’ attention and guidance to public participation,expanding participation channels,adopting multiple measures to improve public participation quality,and improving the guarantee system for public participation. |
