"Naked officials" phenomenon is a current hot issue with great concerns of ourcommunity, arousing the attention of the Party and the government. The study findsthat at present China’s "naked official" phenomenon is increasingly showing suchfeatures and expressions as an increase in the number of cases, level rise of "nakedofficials", expansion of corruption fields and the huge amount of money, etc. From theaspect of ideology, the phenomenson seriously damages the image of the Party and thegovernment in the public’s mind; in management, it has badly hindered thesustainable promotion of national anti-corruption work; in the economic sense, it hasled to a massive and serious loss of national assets; at the political level, it has severelyaffected the decision-making and the policy implementation by nationality. Based onthe IWAB(“Institution-Willingness、Ability-Behavior”), it is found that the generationof "naked officials" phenomenon and its problems dues to the market economicenvironment, restraint system of power, prevention and punishment mechanisms andindividual beliefs of officials, etc. The governance of "naked officials" needs acombination of measures that leads to synergy by formulating relevant laws andregulations and establishing independent governance institutions, by perfectingofficials’ asset and family members information declaration policies, by improving theregulaitons of sending government officials abroad on official duty and the system forasset management, by completing and perfecting the system of accountability andrewarding for the offence reporting, by strengthening law’s restriction mechanism, byenhancing collaboration and joint management and by creating self-disciplineatmosphere for officials.
