The extension of life expectancy of the worldwide population and the sharp decline in the birth rate highlight different degrees of aging. In recent years, social problems brought by aging was still the public concern, while the traditional way of old-age care has long been unable to resist the pressure brought by this "Silver Wave". In this context, as a new way of old-age care that replaces the traditional family old-age care and institutional old-age care, home-based old-age care has increasingly won people’s favor. In the last decade, combined with overseas experience, governments at all levels throughout the country introduced government purchases into home-based old-age care in the hope of the maximization of old-age care service performance. Through a nationwide positive pilot study, government purchases of home-based old-age care services have been constantly innovated and endowed with some Chinese characteristics. However, many problems still revealed in practices around the country.Based on these, in the first two chapters, this paper introduces the research status, basic concepts and theoretical tools of government purchases of home-based old-age care services at home and abroad as well as the innovations and shortcomings of this paper. The last three chapters focus on the practical reasons and developmental situation of government purchases of home-based old-age care services and try to explore a reasonable path that supports its sustainable developmentSpecifically, by describing the degree of aging and the social phenomena derived Chapter three points out the necessity of government purchases of home-based old-age care. Then through the analyses of the progressive changes in Chinese governmental ruling thinking, the vigorous development of non-governmental organizations, and the gradual improvement of community functions, this chapter also illustrates the appropriateness of purchasing behavior. Chapter four firstly introduces the contracting types and the implementation of voucher purchase, then analyzes the practical cases of contracting in Gulou District, Nanjing City and voucher purchase in Chaoyang District, Beijing City, and summarizes the strengths and weaknesses of these two purchasing behaviors in practice in China. Based on the analyses in the previous chapters, Chapter proposes countermeasures, namely, the sustainable development path of government purchases of home-based old-age care. From the macro level, the author discusses three objective factors (institutional framework, responsibility division and audience) of the sustainable development path of government purchases of home-based old-age care; from the micro level, the author starts from the government’s own point of view and discusses the three questions of "whom the government purchases the service from","what the government will purchase" and "how to purchase excellent service". In terms of "how to purchase excellent service", this paper specifies the specific procedures of purchases of home-based old-age care from the perspectives of grasp of contract signing process, perfection of voucher purchase process and the control of supervision link. Finally, for recent trends in purchasing behavior, the author proposes a constructive idea, i.e., establishing a comprehensive network of purchasing pattern. On the one hand, the service contents can be refined and the integrated use of multiple purchasing patterns is adopted for corresponding purchases of different services; on the other hand, the information platforms of purchasing parties can be used to strengthen communication, response, supervision and feedback of both parties so as to save time and fund costs.
