Problems And Strategies Of The Government's Purchase Of Home-Based Elderly Care Service In Wuhan

At present,China has entered an aging society.By the end of 2017,the proportion of the elderly over 65 years old in the total population had reached 11.4%.At the same time,China has experienced unprecedented aging,empty nesters and other issues.Old people's demand for old-age care is also beginning to diversify.How to solve the problem of oldage care scientifically,effectively and sustainably by the government has become the focus of attention of the whole society.Influenced by the traditional family pension concept,the elderly in China generally hope to enjoy professional pension services at the same time when choosing the way of pension.In this context,the government purchases home-based pension services emerged as the times require.Wuhan is the capital of Hubei Province and an important city in the central part of China.Its population aging degree exceeds the national average.In 2016,Wuhan became the first pilot city of home-based pension service in China,so it is the main sample of this survey.In this paper,comparative method,investigation method,case analysis method,literature method and other research methods are used in the writing.Based on the theory of diversification of old-age care,public management and service theory,this paper explores the home-based old-age care purchasing services of Wuhan Municipal Government,and puts forward relevant suggestions.In addition to the introduction and conclusion,the full text mainly includes five parts: first,focusing on the theme of this paper,focusing on the theoretical basis of government home-based pension purchase services,including the new public management theory,welfare pluralism theory and new public service theory.Secondly,from three aspects of development planning,policy support and government investment,it explores in-depth the purchase of home-based pension services by Wuhan Municipal Government;from the aspects of purchasing subject,purchasing content,purchasing mechanism and supervision mechanism,it analyses the general situation of the purchase of home-based pension services by Wuhan Municipal Government,and summarizes the achievements of the purchase of home-based pension services by Wuhan Municipal Government.Thirdly,from the three perspectives of buyers,receivers and servers of home-based pension services,this paper focuses on the contradictions and problems that may exist in the government's purchase of home-based pension services.Fourth,comparative analysis of the experience and Enlightenment of the government of Gulou District of Nanjing in purchasing home-based pension services.Fifthly,based on the previous four parts of the elaboration,the Wuhan Municipal Government home-based pension purchase services put forward feasible suggestions and suggestions.Based on a comprehensive survey and literature study,the author draws the following conclusions: firstly,in terms of the main purchasing bodies,the relevant laws and regulations are not perfect enough,the purchasing power of the government needs to be strengthened,and there is no reasonable and effective evaluation and supervision mechanism.Secondly,from the perspective of the undertaker,the lack and aging of various supporting software and hardware,the professional quality of service personnel to be improved,the provision of services is not standardized and standardized enough,and the participation of social organizations to be improved.Thirdly,in terms of service objects,the public lacks trust in social organizations,information exchange is not smooth,and conservative attitude is natural resistance to new things.Home-based pension service is a diversified complement to the current social pension security system and a public service category.According to the theory of public service and management as well as the theory of multiple endowment services,to ensure the sustainability of home-based endowment services and make them operate reasonably and effectively,it needs the active guidance of the government,as well as the participation of social forces.Based on the in-depth study on the purchase of home-based pension services by Wuhan Municipal Government,this paper puts forward relevant optimization suggestions,that is,to improve the construction of policy system,strengthen government purchasing power,improve supervision and evaluation mechanism,optimize infrastructure construction,promote the professionalization of talent cultivation,improve the credibility of social organizations,improve the purchase intention of the elderly,and create a society conducive to public supervision.environment and so on.
