In the background of population aging,aging and Empty-nest,Home-based care services has become an important mechanism to alleviate the pressure of pension and family pension,government purchases as an effective way to realize the home-based care services,It not only helps to realize the transformation of government functions,but also activates the power of social organizations to participate in the pension services,and then promotes the diversification,socialization and specialization of the old-age welfare,and achieves the goal of elderly will be looked after properly.In this paper,multi-centered governance theory and welfare pluralism as the support,from the concept of the government purchasing public service,home –aged care service,etc.clarifying the connotation and constituent elements of the government purchase of home-based care services,straighten out the relationship between the government purchasing home-aged service system;then from the local practice of the government purchasing home-based care services in S city,A descriptive analysis of the government purchasing home care service background,system design,operating mechanism,and combining with the third-party assessment data,based on the supplier perspective,descriptive analysis of the satisfaction of the government purchasing home-aged care service,and then using the correlation and factor analysis to find out the main influencing factors of the satisfaction of the government purchasing home-based care services,and combining with international experience from the implementation of the government related responsibilities,development and expansion of social organizations,strengthening community infrastructure,optimizing the content of home-based care services and playing a good individual role in five aspects are proposed to improve the government purchase of home-based care services.
