An Empirical Study On The Effect Of Policy Instrument On Government Purchase Of Home-based Care Services

The 21^st century represents a time when China’s economy thrives,and when population aging emerges.This makes the issue of elderly care one of the most urgent social problems.As the main supplier of public service supply,the governments are trying to solve the problem by ways like providing more forms of senior care service supply and making senior care service supply diversified.Among them,home-based care service has become the governments’preference to support elderly care due to the fact that it is more flexible and effective.However,many confusions also exist in the process.For instance,how effective is the purchase of home care service?What are the policy tools used by the government in purchasing the service?How should the government develop the policy tools to promote the effectiveness?All these are worthy of our deep thoughts and investigation.To figure out the questions mentioned,the thesis is going to explore the optimal solution after a careful analysis.In the first section,the research background of the selected topic is shown by explaining the proposal of the problem,the significance of the research,as well as literature review.The second part defines the relevant concepts,and discusses research on governments’purchase of home care services based on the theory of policy tools.The third character focuses on looking into the use of policy tools,from the perspective of reality,in the purchase of home-based care services by the government,with J Province as the example.And the qualitative research is carried out to understand the specific use of policy tools and conclude their problems.When it comes to the fourth section,the empirical analysis is conducted by constructing a research model,with demographic factors（such as age,occupation,income and education of the aging population）as control variables,and the effectiveness of government purchase of home care services as dependent variables.After that,the research hypothesis is proposed,and it is verified by descriptive statistical analysis,correlation analysis and construction of multiple regression models.As for the last part,final conclusions are drawn and policy recommendations are proposed on the basis of previous analysis.
