On The Disclosure Of University’s Information In China

With the development of economic and society, the citizens are much moreaware of their legal rights and the participation in public affairs is also increasing. Inthe information age, the citizens need to get more information in more ways. So theask for the right to know is growing, and this makes the information disclosure systemwork. In May2008,<the Government Information Disclosure Regulation> enacts andit asks the administrative organ takes part in the information disclosure system. Then<the Regulations on the Disclosure of University’s Information> was enacted in April2010, because the university‘s public nature. The university information disclosure isfresh in China, so it encounters much difficulty and scholars pay a lot of attention tothis. Thus, through literature research and empirical investigation, the thesis startsfrom the concept and the theory, reveals the status and problems of informationdisclosure, and finally puts forward some suggestions for improvement. Except forthe introduction and conclusion, there are four parts about the dissertation:The first part is the concept and history of the disclosure of university’sinformation. The part expounds the connotation of higher education institutions anduniversity’s information, and particularity of the disclosure of university’s information,sorts out the history of the disclosure of university’s information and summarizes thedifferences.The second part is about the theory of the disclosure of university’s information.This part starts form analysis of the legal status of university, expounds the legal status of Chinese universities in the field of information disclosure, reveals thetheoretical foundation of the disclosure of university’s information—the public natureof university and the public’s right to know.The third part is about the practice and problem of the disclosure of university’sinformation. Although information disclosure system of university construction isunderway and some achievements have been received, there are some problems, suchas weak public awareness of university information,"Rules" on the lack of legislationand autonomy of Colleges and Universities Information Disclosure difficult tobalance. These problems make the work of information disclosure can not meet thepublic’s expectations.The fourth part is suggestions for the disclosure of university’s information. Forquestions raised by the third part, through internal development and external support,this part puts forward some suggestions: balance information disclosure and schoolautonomy, strengthen the focus on promoting information disclosure, and improve theRules’ related systems and so on.
