City management,a series of services and business activities around the cityoperation and development, plays a fundamental role in the development of economyand society in the city. City management plays a role as a guide through decision, plan,organization, command of the government. However, city management is not the onlyfunction of the government, and neither the sole responsibility of government, themarket and the society should also be involved. In the eighty’s of last century, Beijing,Shanghai and other modern city started to explore the city market managementpractice, gradually formed a city management mechanism of unified open, orderlycompetition, efficient operation, adjusting for city management activities, so as toimprove the efficiency and the management level of city management of funds use. Inthe twenty-first Century, economy, science and technology of China have made aspurt of progress of development, people’s living standards are improving, and theurbanization process gets faster. Facing the increasingly large scale of city and themore and more complex city system, the traditional governmental administration asthe main city management mechanism has been difficult to meet the needs of thedevelopment of the city.Western countries has an earlier urbanization process. Some developed countriessuch as Britain, America, Germany, have already started the urbanization process asearly as eighteenth Century. The city urbanization rate has reached70%or more,especially in Britain and America, the city urbanization rate has reached90%. Theurbanization process has accumulated rich experience in city management, whichprovides an important reference value. Although there is no fixed pattern in citymanagement in each country, the government of majority countries adopted anindirect way to participate in the city management, pushing the practice of city management to the market, taking the market operation mode of management by thegovernment to guide separation of government and company and separation ofgovernment form institutions, formate the city management model of the"entrepreneurial government""virtual government," city management model. Themarket operation mechanism of the city management, can effectively promote theenthusiasm of the market, social participating in city management, improve efficiencyin the use of city funds management and construct the city management industry, andbe conducive to promoting the development of city economy, whichi is also beneficialto improve the service quality and management level. The application of it in Chinacan effectively solve the existing problems in China’s city management, which is theroute one must taken for the future development.Taking Wuxi city sanitation bidding as an example, according to thecharacteristics of modern city of our country, combining with the market runningexperience of public affairs of domestic and outside, carries out research on strategyof city management market in china. In the study, we mainly choose thecharacteristics, properties, target of city management as basement, and take thegeneral problems existing in current city management of our country as the startingpoint, to in-depth analysis of the causes of low efficiency of city management, toimprove the level of city management research on how to use the market operationmechanism. According to the research, the current city management of our country isstill not completely got rid of the sole responsibility of government pattern, which canmeet the need of city development in the earlier ages with small city scale, but withthe city scale expanding constantly, especially the continuous development of themarket economy, the city management has been difficult to adapt to the need of citydevelopment, which shows a high input, low output, low efficiency city managementmodel. At present, the city management must make clearly the relationship ofresponsibility, right, interest, to build a responsibility as guiding, right as frame, andinterest as the carrier of the long-term mechanism city market management,which canfully mobilize social forces, the rules of the market to strengthen city managementservice functions, in order to improve service level and service quality of citymanagement.
