Research On The Optimization Of Overseas Chinese Affairs Management In Wenchang City In The New Era

China enjoys a long history of overseas emigration.These Chinese emigrants now are in the all corners of the world.They had made notable contributions to the construction and development of China’s economy and society since the founding of China.As a bridge of communication between China and the rest of the world,overseas Chinese also are the excellent representatives of national image and cultural inheritance of China.Therefore,they can take the opportunity to promote the mutual understanding between China and other countries.With their efforts,a favorable international diplomatic environment is created for China.The improving Chinese overall national strength in recent years has kept attracting the attention from overseas Chinese.Therefore,their momentum of returning from abroad to start up business is increased.Meanwhile,the new generation of overseas Chinese begins to play main role in the overseas Chinese Society,the abroad overseas Chinese Society situation is undergoing important changes,which means that the overseas Chinese affairs are facing new challenges as well as valuable opportunities.Many previous management methods for overseas Chinese affairs will no longer adapt to the situation of overseas Chinese and returned overseas Chinese in the new era.Therefore,in order to better serve the overall development of the country,solve the problems in the process of overseas Chinese affairs management,and better respond to the changes of overseas Chinese conditions and national conditions in the new era,it is necessary to optimize the management of overseas Chinese affairs.This article takes Wenchang City of Hainan for example,from the perspective of public management,analyzes the development process of Wenchang overseas Chinese affairs management,as well as the achievements and problems in the process of overseas Chinese affairs management.According to the new public service theory,compared with the problems existing in Wenchang’s overseas Chinese affairs management work,the working ideas of overseas Chinese affairs management was explored.And it is proposed five aspects of optimization suggestions: to improve the efficiency of serving overseas Chinese by establishing a sound public service system for overseas Chinese;improve the overall public service capacity for overseas Chinese by strengthening the cadres from overseas Chinese affairs department;gradually improve the management of overseas Chinese information by introducing advanced management technologies;to improve the way of friendship and interaction by advancing with the times and attract the participation to protect the interests of overseas Chinese.
