China is a maritime country, and possesses a considerable number of islands withdifferent sizes, the majority of which are uninhabited islands. Islands and theirsurrounding sea areas are rich in marine resources, exhibiting great exploitivepotential. Uninhabited islands display unique geographical positions and relativelyindependent ecosystems as well as prominent comprehensive exploitation values.Undoubtedly, development and utilization of these uninhabited islands will play anincreasing important role in the marine economic and social developments. If theseislands were well explored, they would greatly contribute to the development ofmarine economy and rational use of resources. Scientific and rational use ofuninhabited island resources to maximize and optimize their values has important andfar-reaching significance for the research on development and management ofuninhabited islands. However, due to the late starting of relevant research, and thedeficiency of legal system and scientific development planning, utilization andprotection of uninhabited islands in China has long been in the disorder and excessivestate, seriously affecting the ecological environments and sustainable development ofuninhabited islands. With the continuous deepening of the reform and opening-uppolicy, the development opportunity of marine economy is coming, stimulating thedevelopment and utilization boom of uninhabited islands. In this case, improving theorderly management and scientific development planning of uninhabited islands,clarifying their recourse bases, and scheming the development of island regions viathe global outlook, are particularly important for maintaining the ecological balanceof the ocean from the view of sustainable development. Based on the governmentpublic management theory and relevant policy documents and statistical data, usingthe development and utilization of uninhabited islands as research object and targetingthe problems existing in the management process, from the perspective of value system of uninhabited islands,this study presented four restricting factors,includingphysical infrastructure, social and economic condition, management system andbasic technical data. Using the current situation of development and management ofuninhabited islands and practice in Zhejiang province as the basic point, this studydescribed the development and utilization of uninhabited islands in Zhejiang, andpointed out several major problems, i.e., inefficient legal system, serious shortageof management power, single and extensive development form, and complexhistorical legacy. Based on these, this study put forward the correspondingdevelopment strategy and the overall thinking of further development and utilizationof uninhabited islands in Zhejiang. On the basis of three major governance models andexperience of islands from western countries, from three levels of standardizing themanagement of uninhabited islands, improving development policies andimplementing sustainable development strategy, this study proposed five specificpolicy measures, i.e.,1) developing regional economy and preventing extensivemanagement,2) enhancing technology content and strengthening resourcemanagement,3) strengthening the construction and management of protected areas,4) developing a number of key tourism projects, and5) establishing scientific proofmechanism of island development. Moreover, this study proposed the direction oforderly management of uninhabited islands in China, i.e., simultaneousdevelopment of the ecological protection and utilization of islands, and ensuring thesustainable development of marine economy, and also suggested that it shouldbalance promoting the protection and utilization of uninhabited islands, activelyexplore new models of island exploitation and promote novel scientific and rationalapproaches, to contribute to the coordinated development of resources, ecology andeconomic and social rights.
