Research On The Information Age Of Ideological And Political Education Of Civil Servants At The Basic Level

Civil servants at the basic level,as the important bonds between the party and themasses, have an intimate relationship with the masses. The ideological and political qualityof civil servants at the basic level greatly affects the efficiency of administrative power andthe image of the party and government in the eyes of the masses. In the modern era, wehave entered the information age with the rapid development of the modern informationtechnology. The ideological and political education should keep the pace with the new eraand adapt the development of the new age. The informatization brings the newopportunities and challenges for the ideological and political education of civil servants atthe basic level.To explore how to make full use of modern information technology and the“data”information resources innovation for ideological and political education of civilservants at the basic level has practical significance. Currently, the theory research ofideological and political education has not form a complete system. The study of theideological and political education of the civil servants is shallow and lack of practicalexperience. The informatization of the civil servants lags behind the development of thesocial development, which can not meet the demand of the reality. Therefore,based on theinvestigation of current ideological and political education of the civil servants at the basiclevel in the information era, this paper aims to analyzes the existing problems andreasons,explore the corresponding measures and promote the operation of ideological andpolitical education of civil servants at the basic level in the information era.This paper mainly conducts the research of eights districts and counties of HeibeiProvince, including Beishi District, Xinshi District and Qingyuan County of Baoding City,Xingtai County, Neiqiu County and Longyao County of Xingtai City, Renqiu County ofCangzhou City and Shenze County of Shijiangzhuang City by using literatureresearch,questionnaire survey and statistical analysis and discusses the current situation ofthe ideological and political education and existing problems. The problems mainlyincludes the contents lack of pertinence, planning and consistency, the form with littlediversification, the difficulty in affect assessment and the inadequacy of the informationmethods. Through analysis and research, the existing problems of the ideological and politicaleducation are multi-faceted.This paper discusses the reasons from the aspects of theideological culture, political system, social and economic, information construction and soon.How to effectively conduct the ideological and political education of civil servants atthe basic level? This paper points out the following measures. First of all, the civil servantsat the basic level should enhance the theory and ideological study and promote the level ofideology and morality.Secondly, our nation should further deepen reform of the cadre andpersonnel system. Thirdly,establish a training mechanism of civil servants.Fourthly,strengthen the incentive mechanism of ideological and political education. Fifth,perfect the appraisal mechanism of the civil servants at the basic level. Sixth, improve thesupervision mechanism of civil servants of the ideological and political education. Seventh,optimize economic,political,cultural and social environment of the ideological and politicaleducation for the civil servants. Eighth,make full use of advanced information technology.
