Content: May 13,2013,in the functions of the state agency change meeting Comrade Li Keqiang pointed out: in order to realize the function of change,not only need to cancel and lower before the right,should further improve and strengthen the government's management.The affairs of their own work should be earnestly grasp,and constantly innovate the sense of administrative management,improve the governance capacity of the government.Although in recent years,our country all levels of administrative subject according to law administrative consciousness have greatly improved,but administrative omission or as the chaos phenomenon is still repeated,which not only affect the authority of administrative bodies at all levels,is against the majority of administrative relative person's legitimate rights and interests.As a special professional group in our country,the civil servant is also the main group to perform the government administrative affairs.And grassroots civil servants as the bottom part of the group,in the daily work needs to be directly contact with the masses,but also the implementation of the government's most basic level of public service and the implementation of social and public affairs.But the junior civil servants in our country due to various factors,administrative omission phenomenon more obvious,so under the background of the present China's social transformation,the grass-roots civil servants how administrative has to has become a major issue of concern to all sectors of society.Around the "grassroots civil servants administrative omission" this topic,the author conducted a simple inquiry and research,the formation of this paper,is divided into five parts:The first part is mainly about the research background,significance and the current domestic and foreign research status of " Research on the problems and countermeasures of the administrative omission of basic level civil servants ".With the continuous development of social economy,the work of the party and government organs become more and more big,the phenomenon of administrative omission has become more and more serious trend,especially the grass-roots civil servants' administrative omission is more serious.Civil servants are the direct managers of the administrative affairs of the national economic and social,and their personal qualities directly affect the administrative quality of the country.The administrative behavior of the basic level civil servants is directly affect the administrative efficiency and quality of government departments,and then affect the administrative costs.So it is important to prevent and control the phenomenon of civil servants' administrative omission,which has important strategic significance for the reform of the administrative system of myth and the construction of a harmonious society.The second part of the grass-roots civil servants administrative omission,the two basic concepts,characteristics and types,and starting from the subject,object,main aspects and objective aspects,in-depth analysis of the constitution of the administrative omission.Only in-depth understanding of the related concept,in order to more accurately grasp the direction of research and writing ideas,more targeted to the concepts,characteristics,types and other aspects of his argument.In the third part,the author discusses the performance of the grass-roots civil servants' administrative omission,and expounds the present situation,causes and harm of grass-roots civil servants' administrative omission.This part from the grassroots themseves' quality relevant laws and regulations,standardize and improve the four aspects of supervision mechanism and social environment of the in-depth analysis,exploring the causes of grassroots civil administration is not deep,which has targeted this part leads to the study focus of the next section,namely how to effectively solve the related the Countermeasures of grass-roots civil servants of administrative omission.The fourth part is the focus of this study section,with larger length,I think we can from the focus on grass-roots civil servants improve their quality,improve the administrative laws and regulations,perfecting administrative relief system,strengthen social supervision in four aspects,put forward countermeasures to curb the grass-roots civil servants of administrative omission.So that the grass-roots civil servants to supervise the whole body into the work,and constantly improve the administrative efficiency,to create a good foundation for economic and social development.The last part of the paper is to make a summary of the full text,and put forward the shortcomings of this study and improve the method.This paper,from the academic sense,contribute to the construction of grass-roots civil servants regulate their own administrative behavior,so as to realize the government performance theory knowledge system,and provide the necessary theoretical guidance on deepening the reform of administrative system,promote the renewal and development of related theories.From the practical value,makes a necessary discussion on many practical problems involved in the study,put forward targeted and operable to effectively improve the civil servants administrative omission of specific countermeasures and suggestions,the research results of the government organs at all levels to establish and improve the administrative law enforcement system,construction system and specification the mechanism of the effective realization of the grass-roots civil servants administrative responsibility has positive reference value.
