continuous development of social economy,the work of the party and government organs become more and more big,the phenomenon of administrative omission has become more and more serious trend,especially the grass-roots civil servants' administrative omission is more serious.Civil servants are the direct managers of the administrative affairs of the national economic and social,and their personal qualities directly affect the administrative quality of the country.The administrative behavior of the basic level civil servants is directly affect the administrative efficiency and
