Thoughts On The Normalization Of Volunteer Service In City Communities Based On The Status Quo Of Jiangsu Province

Community is the microcosm of society and the cell of city. With the rapid developmentof urbanization and the ever deepening reform of city management system in Jiangsu province,the status of community in city is becoming more important. To strengthen the construction ofthe community and improve the community service function are urgent tasks of Jiangsuprovince. The report of the18thNational Congress of the Communist Party of China points outthat it is essential to improve the government way of providing public services, strengthen theconstruction of grass-root social management and service system, enhance the servingfunction in urban and rural community, increase the responsibilities of enterprises, publicinstitutions and people’s organizations, make the guidance for building healthy and orderlydeveloped social organizations and give full play of the fundamental role of peoples’participation for social management. Community volunteer service is an important form ofcommunity public service. It can meet the needs of community residents, resolvecontradictions and advocate good atmosphere. The normalization of community volunteerservice is important guarantee to improve people’s livelihood, to build a harmonious society. Itis a key measure to promote the social civilization and to increase the national soft power. It isalso an effective way to set up civic awareness and to realize democratic rights.The dissertation chooses the city community volunteer service in Jiangsu province as theresearch object and attempts to explore what the government, the community and voluntaryorganizations should do in building a practical way for the realization of the normalization ofcity community volunteer service under the background of harmonious society. Firstly, thisdissertation states the backgrounds, significance of the community volunteer service in our province by using the method of the combination of logical analysis and empirical analysis.Then this dissertation states the contents, methods focus, difficulties and innovation points ofthis reasearch. Secondly, this paper summarizes the development status of domestic andforeign city community volunteer service and expounds several important concepts such as"community","volunteer service"," development of the normalization". At the same time, thispaper elaborates the theoretical basis for the research of volunteer service in community.Thirdly, this dissertation introduces the achievements and the status quo of Jiangsu citycommunity volunteer service in detail and summarizes some beneficial experience. Then, thispaper discusses on the restrictions of realizing the normalization of city community volunteerservice from the practical view and makes a depth analysis about those reasons causing aboveproblems. This paper also analyzes the practical achievements of western developed countries’community volunteer service and draw on some valuable experience from them. Finally, thisdissertation puts forward suggestions and countermeasures for realizing the normalization ofcommunity volunteer service in Jiangsu province.
