Forestry plays an important part in national economy in terms of economic, social and eco-environmental benefits. An advanced forestry is an important symbol of people’s affluence, social civilization, national prosperity and flourishing. Forestry, as an important public welfare and basic industry, has become tremendous public interest, especially after our central government put forward the strategic decisions as to the implementation of scientific development, harmonious socialist society and new socialist countryside. Currently, forestry has been elevated to meet higher requirements and greater opportunities to perform its multiple-functions and satisfy varieties of social needs.Considering woodland as an important base for forestry and forestry production, the essential conditions for forest growth, and an important constituent of forestry resources and land resources, it matters to exploit and utilize the woodland in a legitimate and legal manner for the improvement of eco-environment and the sustainable development of national economy.The administrative licensing for woodland occupation and collection is regarded as an important part of forestry administrative licensing in China. It serves for the forestry department as the basis of the enactment of statutory functions of forestry resources protection and the realization of social and ecological functions of forestry. It is also of great significance for the operation of woodland occupation and collection and the protection and utilization of woodland resources. Around the world many countries have good woodland use procedures, ways of woodland development, woodland management tools, sound management strategies, and feasible laws and regulations. We need to learn those and combine them with the real situation in China. The author in this thesis conducts a tentative analysis of issues related to the occupation and collection of woodland and the improvement of administrative licensing for woodland occupation and collection in China, with the anticipation of keeping pace with our reform of forestry administrative licensing and improvement of the administrative licensing for the forestry industry, and puts forward constructive suggestions for the further reinforcement and improvement of woodland occupation and collection administrative licensing system in China.
