A Study On The Development Of Reform And Improvement Of The Discipline Inspection System In Our Country

With the Third Plenary Session of the Eighteenth Central Committee convened, reforms in our country have been fully pushed.Under the background of the rapid socioeconomic transformation in China, in the face of the increasingly severe challenges of corruption, China’s disciplinary system has been more and more concerned by the academia and the public. How to guarantee the normative exertion of power and to combat corruption is the common concern of all walks of life.As the specialized agencies of inner-party supervision, discipline inspection organs at all levels, in particular, assume great responsibility in the course of anti-corruption. It tenaciously and resolutely investigates some phenomena of corruption, such as the lax discipline, style corruption, as well as the isolation from the mass of those leading Party cadres; Moreover, it has made remarkable achievements in the effective implementation of CPC party guidelines and policies, the course of anti-corruption as well as the construction of party conduct and clean and honest administration, thus maintaining the party’s solidarity and unity. It is undeniable that the current system of discipline inspection and supervision has played quite an important role in the practice of anti-corruption; however, the problem of the negative and corruption phenomena is still quite serious. In some places and some certain areas, the problem of corruption has not been effectively solved yet, on the contrary, it even has a trend to spread. The problem of corruption has violated the bottom line of the mass, thus being the top ten challenges facing our country in the next decade. Confronting such a severe situation, how to, for both the CPC party and our country, improve and innovate the system of discipline inspection and supervision and to strengthen the function of discipline inspection authorities, thus enhancing the construction of party conduct and clean and honest administration and the course of anti-corruption, has become the common concern of the whole society. The perfection and reform of the CPC party’s disciplinary system not only has been the focus of the current practice, but also urgently need to be arranged systematically. At first, the thesis makes a study of the nature and localization of our country’s disciplinary system, combing through all the seven stages of the disciplinary system reform, thus making a further analysis on the topic and the ideas of our disciplinary reform; then, it makes a further introduction to the inspection policy and the accredited policy; moreover, by analyzing the two local exploratory modes, i.e.Jiangsu Mode and Zhangjiajie Mode, it analyzes the limitation of the former one as well as the problem of our current discipline inspection work. Based on the analysis of the development of our disciplinary system and operating mode, the thesis shows the reader the principle and the specific path of the deepening reform of our disciplinary system. Considering that the disciplinary reform holds an important position in the course of anti-corruption, this paper’s prospect on the future of the disciplinary system reform has certain guiding significance for our future practice.
