The Research On The Countermeasures To Strengthen The Executing Efficiency Of Dezhou Discipline Inspection Accredited Institutions

In China,the discipline inspection and supervision agencies have always been dually leaded by the Commission for Discipline Inspection and the party committees in the department since establishment.To a certain extent,this system structure restricted the effective supervision.In order to solve this problem,the central and local governments at all levels carried out reform on accredited institutions which get people,money and materials together for unified management.This reform has effectively promoted accredited institutions to play an important role in supervision and greatly improved accredited institutions' ability to perform their duties.As the reformation deepens,when we take a view from the central comprehensive strictly strategic layout and the role requirements of the Commission for discipline inspection since the eighteenth people's congress,we found more and more problems in weak supervision on accredited organizations especially as pilot carrier of China characteristics inner-party supervision,There is urgent need to reform on accredited organizations from the design of the system which indicates the direction for work in new periods.This paper analyzes the advantages and disadvantages in current unified management mode based on the reform practical experience of the Party Discipline Inspection and supervision accredited organizations since 2004.We also do an experience research on how to raise the efficiency of the discipline inspection accredited organizations unified management and enhance the ability to perform their duties combined with the implementation of De Zhou city practical reform institutions stationed unified management system.We made an exploration of the current obstacles in the organization to prevent them from improving the ability to perform their duties.According to the results of empirical research and management theory,government management,system management,we innovatively put forward relevant policy suggestions on five hands including to improve and strengthen the leadership of accredited organizations,to clarify responsibilities positioning,to provide a platform for the business institutions accredited institutions,to promote the self-construction supervision committees and to implement the main responsibility.
