The Study Of Police Patrol Mechanism In Huizhou City

With the rapid development of economy and society in China, various unstable factors in society have overlapped and interweaved, and so many new situations and problems have emerged. China is facing grave problems and challenges of public security. Under this background, Huizhou, one of the most important cities in Pearl River Delta, is also involved in some inevitable problems, such as requisition of land, environment damage, as well as management and labor disputes. Due to the conflicts of interest in deferent classes, the rate of criminal cases and public security cases in Huizhou is dangerously high, which has a bad effect on the security sense of people. Therefore, Public Security Bureau of Huizhou has started the patrol policing reform and implemented the All-police-participating Patrol Mechanism in 2012, which means all the police in Huizhou needs to take part in patrol, including the officials and leaders. This patrol mode does solve the difficulty of insufficient police force, but new problems appear, for example, inefficiency, glut of patrolled police in one district and so on, which need to be bettered.On the basis of introducing the police patrol development in China and aboard, this paper applies the improve-without-growing theory and street-level bureaucrat to analyze the status quo, features and problems of All-police-participating Patrol Mechanism in Huizhou. In order to bring the maximum effect of patrol and perfect the mechanism, the writer provides some suggestions and advices.
