Study On The Rule Of Law Building Assessment Index System Of Fujian Province

Particularly emphasized is to comprehensively promote governing the country by law and the rule of law in China by both reports of The Eighteenth National Congress of the Communist Party of China (CPC) and a series of talks by General Secretary Xi Jinping. As a result, in the process of pushing forward the establishment of the rule of law, Fujian Province has proposed customized and specific countermeasures and created quantifiable evaluation index systems. Based on the practices and experience of almost15years of promoting ruling the province by law in Fujian Province as well as the research conducted in the application process of the provincial evaluation index systems of the rule of law establishment, the thesis has provided meaningful explorations, discussions, and suggestions for administrators to work on the provincial rule of law establishment.The main contents of this paper consist of six parts.The first part briefly introduces the background information of the research topic, purpose of study, domestic and international literature review, as well as the research content, methodology, and logic. It also illustrates the rationale of studying the evaluation index system of the rule of law establishment.In the second part, some related concepts in the research process are defined and the involved theoretical basis is explained. The theories include but are not limited to performance management theory, objective management theory, and systematic management theory and so forth.The third part mainly explores the general facts of the evaluation index systems of Fujian Province rule of law establishment. To ensure the research feasibility of index systems, the methodologies of literature study, investigation, and analytic hierarchy process are comprehensively applied. Consequently, intensive studies have been conducted on the connotation of the evaluation index systems of the rule of law establishment. Furthermore, after obtaining experts’advice, the thesis specifically describes the establishment background, purpose, basic content, and detailed indexes.The fourth part demonstrates the analyses on the current operating situation of the evaluation index system of Fujian Province rule of law establishment and the main existing problems. Through analyzing the system functions, objectives, and achievements, this part also proves the necessity of operating the evaluation index systems of the rule of law establishment. The studies suggest that the current system is working rather well. However, with the new period and new situation in this changing era, a few indexes need to be adjusted, as they do not conform to the current situation of economic and social development.The fifth part analyzes the existing problems in the operating process of the evaluation index system of Fujian Province, exploring the causes from several aspects including the practical executing situation in the basic level, the operability of indexes, the latest thoughts of upper level officials, and the design of scientific and quantitative indexes.In the last part, suggestions to perfect the evaluation index system of Fujian Province rule of law establishment are proposed. From both micro-and macro-aspects, it is advised to comprehensively consider the various requirements from the rule of law government, positively seeking and establishing measurement standards that are relatively objective and commonly acceptable and acknowledgeable. Furthermore, suitable and precise assessments and objectives are to be set up to scientifically boost the revolution of the rule of law establishment in our province.
