Research On Worker’s Union Organization And Construction Of Private Enterprises In Wenzhou

Since the reform and opening up, China’s private economy emerged, developed, and made remarkable achievements, and meanwhile, employment policy, benefit distribution and social contradictions have become increasingly complex, which posed a new challenge to trade unions. Wenzhou was one of the leading areas in the development of private economy, consequently, its trade union work confronted problems earlier than many other areas, and its explorations for solving the problem and its fruition had attracted lots of attention.In this regard, this paper took the organizing of private enterprises’trade union in Wenzhou as an example, adopted literature research method, social surveys, system analysis method and statistical analysis method, and conducted study by means of questionnaires, experience summary, and comparative analysis. By carrying out those intensive and comprehensive investigation and study, the paper, from the perspective of public administration, summarized the history and the current situation of the development of private enterprise trade unions in Wenzhou, and then analyzed their organization forms. On this basis, the paper refined experience achieved, analyzed the difficulties faced, compared with advanced experience of foreign country, and investigated into Effective practices on carrying out construction of private enterprise trade union in some Chinese areas, and finally, put forward the countermeasures that how to promote the development of private enterprise trade unions.This paper is divided into six parts:The first part is the significance and summary of my research. Firstly, it elaborates the purposes and significance of my research; secondly, it introduces the domestic and overseas situation of this subject; third, it introduces the basic concepts involved in this paper; finally, it explains the theoretical basis and researching methods in this paper.The second part analyzes the organization form and mechanism of private enterprise trade union in Wenzhou city. It is an analysis of different forms of setting up workers’ unions, such as enterprises building grass-roots trade unions on its own, comprehensive grass-roots unions, regional grass-roots union federation, industry based trade union federation, and the organization cases, mechanism, applicable objects and the advantages and disadvantages.The third part analyses the obstacles in constructing union organizations in the Wenzhou private enterprises. It analyzes in depth the problems in constructing unions in private enterprises, its short term situation, virtualization and being hard to play important roles. It gives a comprehensive understanding of the difficulties and problems faced by the current situation.The fourth part analyzes the development trend of private enterprises in Wenzhou City, It analyzes the realistic base, the needs and the developing trend of three different forms that is the independent unions as a basic form, the grass root union federation as a rising form and the combined grass-roots trade union as a transitional form.The fifth part studies the measures and suggestions of strengthening trade union organization construction in Wenzhou. Through the realization of optimal allocation in the trade union organization, giving full play to the roles of different forms of organization, and creating better environment, it makes a research on further strengthening the union construction of private enterprises.The sixth part concludes the main conclusions are as follows:strengthening the organization construction trade unions in private enterprises is the inevitable requirement of constructing socialist market economy, deepening reform and overall. The trade union work in spite of private enterprises has made great achievements, but also facing difficulties and problems to be solved. Especially the union hollow, effect desalination, the existence of different levels, we must attach great importance to. Improve the trade union organization level, give full play to regional (industry) unions in improving trade unions in private enterprises, enhance the coverage of trade unions in private enterprises cohesion role, accelerate the small private enterprises in general independent trade unions, is the only path to promote private enterprise trade union work will. In the construction of trade union organizations of private enterprises, will continue to form local unions, regional (industry) the favorable situation union union, private enterprise organic combination, mutual promotion, service, and make greater contribution to the social stability and economic development.
