Research On Governance Mechanism Of Rural Grid Community In Zhoushan City

In the part of empirical research,the article analyzes the development process and research status of "grid management and group service" in Zhoushan rural communities,and selects the more characteristic practices of Lianhua community,xiushan township and Dongsha town for analysis.it concludes that the six mechanisms of Zhoushan rural community governance include: public opinion expression mechanism,hierarchical solution mechanism,organization and coordination mechanism,information sharing mechanism,assessment and incentive mechanism and organization and coordination mechanism.However,there are still some problems,such as low efficiency of rural community governance bodies,insufficient service supply from rural community grassroots organizations,urgent need to improve the professionalism of rural g As early as2008,Zhoushan City in Zhejiang Province began to explore the community governance model of "grid management and group service" and applied it to rural areas according to local conditions,gradually becoming an effective means to optimize rural community governance and improve rural community services.However,the "grid management and group service" itself still faces many development bottlenecks that need to be urgently broken through.Especially in the context of implementing the rural revitalization strategy and promoting the modernization of rural governance in the new era,the rural community governance featuring "grid management and group service" needs to continuously update its mechanism and try to achieve greater achievements.Therefore,drawing on the theories of new public management,new public service and new public governance,through literature research,on-the-spot investigation and case comparison,the article discusses the problems existing in "grid management and group service" in Zhoushan rural communities,and puts forward countermeasures and suggestions for mechanism optimization,so as to help realize the goal of "effective governance" in rural revitalization and promote the modernization of rural community governance system and governance capability.rid workers,and limited autonomy of rural community governance bodies.The mainreasons include: the administrative orientation of rural community governance is obvious,the rural community governance standard lags behind practice,the strength of rural community social organizations is weak,the political awareness of rural community residents is weak,and the resources for rural community governance are relatively lacking.In view of the above problems,the article holds that the innovation direction of the rural grid community governance mechanism includes changing the governance objectives and shifting the governance focus from regulation to service.Shaping the concept of the rule of law,the system standard from the rule of man to the rule of law;Strengthen the cooperation of the main bodies,and the grid governance will move from closed to open.Building an information platform to realize online and offline linkage of information;Overall planning of resources will be carried out and resources will be managed from debris to integration.The specific countermeasures include: First,to integrate into the social coordination mechanism of rural community governance;Second,to strengthen the group operation mechanism of rural community service;Third,to strengthen the multi-dimensional security mechanism of rural community resources;Fourth,to strengthen the efficient solution mechanism of rural community problems;Fifth,to enhance the participatory autonomy of rural community residents.
