Floating population management and service is the process of urbandevelopment and growth of an insurmountable hurdle. For cities, the floatingpopulation is a "wealth", and a "burden." As a "Fortune", this group of migrants to thecity not only injected fresh blood, and have brought popular commercial gas, furtherstimulate regional development activities; as a "burden", the arrival of migrants on theone hand increases the local government public service expenditures, on the otherhand crowding out local education, health and other resources to local governments tobring new pressure on public administration proposed new requirements. Currently,the floating population management and services has caused our governmentdepartments at all levels, especially in the developed part of the provincial andmunicipal departments of great concern and attention. This article aims to governancetheory, to further improve the management and service of floating populationinnovation.This paper is divided into six parts, namely an introduction, including researchbackground and significance, current research, ideas and methods of research andfocus, difficulty and innovation research papers on the case of a brief overview. Thesecond is an overview of the floating population management concepts, the maincontent governance theory, innovation background and significance of socialgovernance, improvement and innovation proposed floating population managementand service goals. The third is the status of the Floating Population Managementanalysis of A city of B province, introduces the status quo Floating PopulationManagement and problems of A city of B province. Fourth, domestic and internationalexperience in management of floating population and reference, summarize the mainparts of the western developed countries and advanced areas of the floating populationmanagement experience and learn from. Fifth, a comprehensive analysis of the statusquo in the management of floating population A city of B province basis, puts forwardcountermeasures Innovation A city of B province Floating Population Managementand services. Hope to be able to do the floating population management and services,while promoting A city of B province harmonious development of economy andsociety, for our management and service innovation migrants play an active role. Sixis the conclusion of the text of doing a more comprehensive summary. In practice, the various regions of China are based on their actual and activelyexplore ways and means of the floating population service and management, althoughthere has been some success, but there are also many deficiencies. Shows thatmany problems, A city of B province long way to go in improving management offloating population and service levels. This paper argues that local governments mustadapt to accelerate the flow of the historical trend of population from their own reality,effectively change management concepts, improve public service system migrants,migrants settled in an orderly release restrictions, the gradual establishment of agovernment-led social governance system, and constantly optimize service andmanagement initiatives, growing urban migrants identity, promote commondevelopment between man and zone to achieve win-win goal, to better build asocialist harmonious society.
