Research On Public Security Management Of Floating Population From The Perspective Of Good Governance

The public security management of floating population reflects the refinement of urban governance.Meanwhile,it is also a priority that must be paid attention to in the process of modernization of urban governance.For years,the floating population has made significant contributions in many fields such as urban construction,economic development,employment security,and market prosperity.Nevertheless,what cannot be ignored is that there are still many defects in the seveice and management of floating population,including the unpunctual change of government’s management concept,the imperfection of floating population’s mechanism and system,the poor sense of responsibility of social organizations,and the low level of self-participation of the floating population,etc.It is urgent for government to solve these problems by using various means promptly to lead the public security management of the floating population towards "good governance".The 20 th CPC proposed to "accelerate the modernization,as well as improve the ability of municipal social governance".Therefore,only by integrating modern governance methods into the operational logic of floating population’s public security management can we further improve the way of good governance in the public security management of the floating population and promote the construction of a community of social governance in which everyone fulfils their responsibilities and shares in the benefits.In the context of modernization of municipal social governance,this paper constructs an analytical framework of mobile population service management from the perspective of good governance based on the characteristics of responsibility,rule of law,participation,and effectiveness in the theory of good governance proposed by Professor Yu Keping as the entry point,and follows the path of analyzing problems,analyzing problems,and solving problems.We examine the good governance in T high-tech industrial park in T city,which has been established for a short period of time,the system of mobile population service management has not been perfected,the experience of mobile population service management is small,the situation of mobile population is complicated,and the management difficulty is high,and find the problems and analyze the causes in the service management of mobile population,and change the thinking,build a multi-governance system,promote the rule of law in the service process,and The paper proposes a good governance path to promote the public security management of migrant population in T Hi-tech Zone of T City from the perspectives of changing the thinking,building a multi-governance system,promoting the rule of law in the service process,integrating the multiple forces of society to enhance the participation,and improving the effectiveness through data.This paper mainly discusses in four parts.The first part is the introduction,which mainly includes research background,research significance,literature review,theoretical foundation and concepts,research content and methods,and the construction of a theoretical analysis framework of good governance for the public security management of the migrant population in T high-tech zone of T city.The second part is an analytical investigation of the current situation and the effectiveness of the public security management of the mobile population in T city T high-tech zone from the perspective of good governance.The third part examines the problems faced in the process of promoting good governance in the service management of mobile population in T Hi-tech Zone of T City,and analyzes that the problems are caused by the untimely change of management concept,the lack of responsibility of multiple subjects,the imperfect management regulations,the low awareness of self-participation,and the insufficient use of technological means.The fourth section proposes countermeasures from the perspective of good governance for the public security management of the mobile population in T high-tech zone in T city to actively change the thinking,build a multi-governance system,promote the rule of law in the service process,integrate multi-functional forces,and rely on science and technology to improve the efficiency.
