The parole system is one of the contemporary western countriesimprisonment execution process used in promoting criminals return to societyan important penalty system, has become an important symbol to measure thecriminal correction effect, more regulation method of offenders into societyindispensable. In our country, although the law on parole made clear andspecific provisions, but because of the historical and realistic conditions, inthe application of parole and commutation compared, there exist obviousshortcomings and gaps, even in vigorously promoting community correctionconditions, proportion and the number is still a world of difference betweenparole and commutation. That parole effectiveness has not been effectivelyplay.
