The end of the20th century, the mainstream theories of international relations forecasterror, the result of the cold war for political culture to explore in the field of internationalrelations, provides us a new perspective of thinking. In recent years, the political and culturalties with foreign research more and more get the attention of scholars both at home andabroad, this will help us a deeper understanding of a country’s diplomacy. Every nation in thehistorical process of found on their own culture, but also to develop different characteristics ofpolitical culture. For a country, the political culture is a kind of intangible and profoundheritage. Both know about foreign objects, and foreign policy making, political culture hasalways been behind the scenes, having the effect that cannot ignore.Although Japan is partial corner an island country of the east, but it is a member of theinternational community to be reckoned with. Japan both achieve twice the achievements ofeconomic development, there is also a militaristic, aggressive expansion. In recent years,based on the economic success of ethnocentrism rising, Japan wants to seek political power.Therefore, emphatically break the bondage of "peace constitution", military buildup, sendingtroops overseas;, strengthening the alliance to highlight Japan’s international influence;Domestic denied aggression, to beautify the war speech as and put into action. Postwar Japanthese seemingly contradictory diplomatic efforts largely due to its characteristics of thepolitical culture. This paper revolves around Japan over the past half a century of diplomaticpractice, from the perspective of political culture to Mr Koizumi government foreign analysis.This will help us objectively grasp the developing tendency of the Japanese diplomatic, do theenemy and know yourself, fight, guarantee for the Japanese diplomatic initiative.After world war ii Japan’s diplomatic strategy to "military" light, heavy economy, spindlefor attachment to the us, in the90s after Japan’s foreign, for the sake of the Persian gulf war,produced very big change in the structure. Change of the structure, it is originated from Japanin the late80s the call for "role" of the international community and clear the beginning ofthe show, and then divided by the Iraq war in2003.In2001, Japanese prime minister junichiro koizumi began to took office, to2006, MrKoizumi government ruling for five and a half years in Japan. Compared with the othercabinet of modern Japan, Mr Koizumi government ruling time have been rare. During thekoizumi government, Japan’s foreign strategy after several changes. Based on Mr Koizumi’sdiplomatic strategy of American policy, Asia and all sorts of different foreign policy to the international cooperation organization, the koizumi government’s diplomatic strategy isdivided into exploration stage, to the United States focused, international negotiations and thelate Mr Koizumi four stages. Through the research and development, a diplomatic strategy ofMr Koizumi’s change is based on the international situation changes and adjustments,moreover is affected by the Japanese traditional political culture. So far as to say that bothforeign policy formulation and the processing of external relations, are subject to the politicalculture of this "invisible hand". Followed the train of thought, this paper firstly combed thecurrent domestic and foreign academic circles of the political culture theory, analysis of thepros and cons of various views; Secondly, the author summarizes the koizumi government indifferent stages of the diplomatic strategy of change; Then analyzes the political culture on theimpact of the Japanese diplomatic strategy.
