In recent years, Japanese security policy changes frequently. In particular, under the circumstances that the center of American Global Strategy returns to Asia, Japan continuously accelerates the pace of its security reform. At the legal level, it constantly updates and upgrades the laws relating to its security, removing the shackles of laws correspondingly. And at the military level, it also keeps upgrading the resource allocation and enhancing the operational capability of its self defence forces. Japan conspires to achieve the military presence in the Asia Pacific Region and the realization of its normal state. To speed up such a plot, on the one hand, it reforms the security policy and vigorously advocated the idea of "Positive Peace Doctrine". Using this idea to conceal its nature of non-peace, it tries to clear the way of realization of its ambition of military power. On the other hand, it constantly plays up China Threat Theory. From the 70s and 80s last century, the discussion has begun on whether the rise of China will affect the vested interest of Japan. It says both China and Japan belong to big powers in East Asia, and undoubtedly there exist lots of interests overlapping in regional strategies, which means that the rising China is a potentially big threat to Japan who tries to realize its military power and normal state. As a result, the Abe Regime in the new era, with the idea of "Peace", constantly defames China in the international community, blames the opacity of Chinese military development by insinuation, discredits China’s international image,and slanders China as a breaker of the regional sucurity environment. While, all of these aim at nothing but showing the international community its necessarity of the reforms of the Japanese security policy. Then it will help us better deal with the regional situation changes, with interpreting the changes of the Japanese security strategy and understanding its strategic intention behind the changes.This article is organized as four parts. In the first part Japanese security strategy and its new changes are introduced. Combined with the specific background of the big changes of Japanese security strategy, we point it out that the changes of the new security strategy are of great significance on Japan’s national politics and military affairs, as well as its trend in terms of defence security in the future. And this will also be the basic perspective of this article. The second part summarizes the domestic and foreign factors that cause the change of Japanese security strategy in the new era, makes attributions from inside and outside, and also analyzes them as important reasons of such changes. In the third part, it mainly considers the effects of these changes on the safety of China. We focuse on discussions from the respects of national interests at stake, external strategies and China’s peaceful development. Moreover, the impacts on China’s national security are fully recognized. Thus can we develop more targeted and specific measures better. At last, according to the specific impacts on China’s national security, the corresponding suggestions and strategies are given from the three respects, coo ration, balance and restrains.
