In recent years, with the continuous developments of Chinese market economy and thereform and opening up policy, mass disturbances triggered by a variety of factors happened inincreasing numbers.To be specific, mass disturbance is a common social phenomenon caused by certainunsolved social contradictions like delayed political system reform and unequal economicfoundation; the gap between the wealthy and poor and the interest conflict between differentsocial classes. It cannot be avoid during the time of our transition from a planned economy toa market economy. Mass disturbance have numbers of characteristics including multiplicity ofinterests、diversity of Cause、Organizational planning、Complexity of contradictions、intenselyAgainst and so on. It has become an important factor in China’s economic development,political stability and social stability.Public security organization is the organs of public security administration and criminaljudicial authority with armed nature in our country. It has three major political and socialresponsibilities which are consolidate the ruling status of the party, guarantee the people liveand work in peace, safeguard national long period of stability. Public security organization isthe specialized agency of our country to maintain social stability and the main force of themaintenance of social order. Helping the government and political party to deal with massdisturbance and calm the situation is always the priority task for every public securityorganizations. However, a lot of local governments have regarded the public securityorganization as the main responsible department to deal with mass disturbance. Some of thoseeven only use the police force to suppress mass disturbance which has caused very bad socialinfluence. The complexity of the mass disturbance determines the disposal strategy should bea systematic work. It can only be solved by the leading of Party committees and governmentsand with fully cooperation of relevant departments. Public security organization should nottake most of the responsibility to work out the disposal strategy.And with motto of people oriented and harmonious society, the standard of disposalstrategy has been uplifted, public security organization should not only be able to maintain thenormal social order and prevent mass disturbance to harm the public interest but alsoguarantee freedom of expression of interests from the general public.
