Mechanism Research On Connection Of Digital Supervision And Internet Supervision From The Polycentric Governance Theory Perspective

With the rise of network supervision, the inside government supervision system is facing an unprecedented challenge. In recent years, various forms of network supervision emerge, attracting wide participation of people from all sectors of society. How to transform its supervision way, guide, standardize and make use of network supervision is the major task for the government supervision department, which is urgent to be solved in the current supervision work. This thesis mainly studies the possibility of the combination between the government inner electronic supervision and outer network supervision. By empirical study, it explores the necessity of combining the two parts and offers new ways for government network supervision construction to expand its horizons.This thesis is divided into five parts. In the first part, it analyzes the background and significance of the subject, and it puts forward the research questions, introduces research methods and lists the innovatives points based on reviewing related theories at home and abroad. In the second part, it introduces concepts about electronic supervision, network supervision, AGIL system model and polycentric governance, and reveals the development path and basic rules of electronic supervision and network supervision. Then it builds an analysis framework of the docking mechanism between electronic supervision and network supervision. And it focuses on the theoretical implication of electronic supervision and network supervision in the context of polycentric governance theory. The third part mainly explains the detaied content of electronic supervision and network supervision under the AGIL system model background, which means to use AGIL to analyze the possibility of the combination between the electronic supervision and network supervision, and it proves the necessity of the combination by citing examples. Finally it points out that the reason for the possibility of the combination lies in their common purpose. In the fourth part, through questionnaires three prominent problems are identified in the current network supervision, and the solutions depend on electronic supervision, which further proves the reasonability of the docking mechanism. At last, according to the questionnaires and existing literature, the obstructive factors in the docking mechanism are identified. The fifth part first analyzes the structure problem of electronic supervision and network supervision’s docking mechanism from the aspects of supervisor, supervision system and supervision mode, then it offers some suggestions for the improvement of the docking structure from the point of AGIL system model.The possible innovative points are as follows:this thesis selects an objective fact, the network supervision which is urgent for government treatment, as the object. It puts forward building a docking mechanism between the electronic supervision and network supervision, and includes the network supervision into the management system of electronic supervision, and attempts to design a more comprehensive electronic supervision system. This thesis analyzes the necessity for the docking between the electronic supervision and network supervision by AGIL model. Finally, it shifts from the technical design and method research level to the institutional arrangement and theoretical innovation level, and advances the possibility and realization mechanism of the docking between the electronic supervision and network supervision.
