Does China's Regional Integration Policy Promote Economic Growth?

In recent years,the problem of market segmentation has aroused the concern of scholar and policymakers,they thought that market segmentation will affect the allocation of resources,and thus lead to efficiency loss.Breaking market segmentation and strengthening their cooperation will improve the efficiency of China's economic resources allocation and reduce the differences in all areas.Since 1982,domestic regional integration began to emerge,until 2015,China has successively promulgated 13 regional integration policy.With the increase of regional integration cases,scholars began to pay attention to these phenomena.Many literatures have studied the cause,measure and trend of regional integration in China,but there are few literatures on the effect of them.From practical point of view,if these problems can be resolved,it can not only assess the effectiveness of regional integration policy,but also provide a reference for future choice.This paper believes that the policy affects economy is mainly through the capital,labor and industrial structure,etc.We use DID to study the data of 256 cities in 14 years.We find that the regional integration policy has a significant impact on GDP,and the impact is mainly caused by the adjustment of industrial structure.Firstly,we find that regional integration policy are subject to the impact of the government,policies which are promoted by the provincial secretary are better.Secondly,the effect of regional integration policy of the eastern region is better than other regions.Finally,the implementation of communication integration policy will have a better effect.Unfortunately,China's regional integration policy does not really break the market segmentation,If policymakers hope that regional integration policy really works,it is important to completely break the administrative barriers and reduce the transaction costs.
